Research On The Current Situation,Predicament And Countermeasures Of Gansu Provincial Social Work Organizations From The Perspective Of Third-Party Evaluation

Social work organization is a social organization which takes social workers as the main body,sticks to the tenet of "helping others and self-help",upholds the values of altruism,and uses professional methods and skills to help the disadvantaged groups and carry out social service.With the gradual realization of the goal of "great social work talent team construction" in China and the continuous advancement of the modernization of China's social governance system and governance capacity,the number and scale of social work institutions are increasing,in order to promote the healthy and orderly development of social organizations,in 2010,the Ministry of Civil Affairs issued the measures for the administration of the evaluation of social organizations,which began in 2011 to evaluate social organizations at all levels and of all types.In 2016,the Central People's Government Office of the People's Republic of China jointly promulgated the opinions on reforming the management system of social organizations to promote their healthy and orderly development,which clearly stated: "third-party evaluation of the establishment and improvement of social organizations shall be conducted.".In the course of carrying out the third-party assessment of provincial social work institutions,we found that the development path of social work institutions is fraught with difficulties,there are many obstacles and difficulties,such as the shortage of professional talents,the shortage of internal construction,the instability of fund source and the lack of supervision by government departments,which restrict the healthy and orderly development of social work organizations in Gansu Province.In order to understand the development situation of social work organization in Gansu Province,the paper analyzes the problems that social work organization meets in the current development stage,and explores the development path of social work organization.This research adopts the method of combining quantitative research with qualitative research,taking 21 provincial social work organizations in Gansu Province as the research object,and obtaining basic data by implementing the third-party evaluation project of Gansu provincial social work organizations,then through in-depth interviews with the heads of social work institutions,frontline social workers,service targets and the heads of government management departments,and by consulting relevant literature and materials,the development status of social work institutions at the provincial level in Gansu is sorted out,this paper analyzes the development difficulties and influencing factors of Gansu provincial social work organizations from three dimensions: Government Management and training,social support,and social work organization self-construction,once again confirmed the article is expected to meet the development of social work institutions envisaged problems.Then,according to the factors hindering development and combining with the local situation in Gansu,the paper puts forward suggestions on ways to strengthen the support and cultivation of government funds,create a favorable environment for the development of social work institutions,enhance their autonomy and independence,strengthen the construction of internal capacity,standardize the supervision and management system,and improve the evaluation system,with a view to promoting the healthy and orderly development of social work institutions in Gansu Province.
