Research On The Policy Optimization Of Chinese Students Studying Abroad In Britain In The Context Of Brexit

Brexit,as a focusing event,has not only had a major impact on the world economy,politics and culture,but its far-reaching influence will affect a country's foreign,immigration and international student policies.Under this background,it is of great significance to study the changes of the policy content of Chinese students under the focus of Brexit,to seek to promote cooperation between Chinese and foreign countries,to strive for the rights and interests of international students,and to speed up exchange in scientific and technological fields between Chinese and foreign countries.Therefore,on the basis of the theoretical framework of Doborah Stone's theory,multiple steams theory and focusing event theory,this dissertation aims to fully understand and grasp the changes of the policy of studying abroad and put forward the corresponding optimization plan through the content analysis of the main policies before Brexit and the comparative analysis of the policies after Brexit.This article constructs the literature analysis framework of Chinese policy research on students studying abroad in Britain under the background of Brexit first.Through the literature analysis method,this dissertation explains the core concepts of policy,study abroad policy and policy analysis.The focusing event theory was used to determine the policy of studying abroad according that the focusing event will arouse the policy makers to evaluate and adjust behaviors.Under the guidance of Stone's theory,policy was mainly summed up four elements including policy goal,policy problem,policy content and policy path.Based on the multiple streams theory,the article analyzes the problem streams,policy streams and political streams of the policy agenda and the policy window after coupling and understands the process of policy change.The third chapter takes advantage of NVivo tool,analyzing the main policy contents of Chinese students studying abroad in UK before Brexit.Mainly from five aspects the academic exchanges,scholarship funding,job employment,visa policy and the selection and admission policy.It was found that in academic exchanges,the policy text is more concerned with the master level or above with high-level talent;in the scholarship funding,the policy texts of students financially sponsored by government have more detailed and specific provisions,while the policy documents of other oversea people;in terms of job employment,authorities attach great importance to the policy of returning to entrepreneurship,while the focus on targeted employment,foreign employment and family employment policies is relatively low;in the area of visa policy,most of the policy documents for agents services are much the same;In the selection and admission,apart from few relevant documents to the guidelines and rules,other types of official documents mainly cover the process,methods and eligibility conditions for the selection and admission.The fourth chapter analyzes the policy change of Chinese students studying abroad to UK after Brexit,mainly from four aspects policy objectives,policy issues,policy contents,policy options to analyze the changes in the post-Brexit study abroad policy.It is found that the current policy text attaches more and more attention to the safety of studying abroad,the demand for policy stakeholders is more widely covered with the policy of study abroad,and more attention is paid to its demands;greater emphasis is placed on simplifying policy processes and increasing the focus on the use of policy tools.Finally,on the basis of grasping the policy change,this paper puts forward the optimization space content of China's foreign student policy under the background of Brexit,including the goal from shallow,the object from the small accumulation,the content from narrow to wide and practice to release with four aspects the policy objectives,policy issues,policy content,policy plan putting forward our policy optimization strategy to the foreign student study abroad in UK.In the end,after decades of developing and changing,the study abroad policy is also improving,the achievements are becoming more and more significant,training and stimulating many highly skilled and high-level talents for studying abroad.The current positive publicity of overseas student policy also encourages more students studying abroad to contribute to the construction of the country.
