As the pace of urbanization accelerates,the urban and rural economic development has shown a trend of two-level differentiation.And the gap between urban and rural areas is also expanding.The imbalance in the development of urban and rural education is the core issue that China's social development urgently needs to solve.Rural education lags behind urban education,which undoubtedly seriously affects the development of rural.As the backbone of rural education,rural primary school teachers play a key role in rural revitalization strategies.However,in terms of rural elementary school teachers as a whole,their teaching level,teaching ability,and professional responsibility as teachers are relatively low,and their overall competence needs to be improved.This situation seriously restricts the development of rural education.Therefore,it is extremely urgent to effectively improve the competency level of rural primary school teachers.This article refers to the theoretical and practical results of the research on the competence of rural teachers at home and abroad,and based on the guidance of related theories,this paper takes 20 rural elementary school teachers in Hebei Province as an example,the professional competence of rural elementary school teachers is based on teachers' ideology,teaching ability,management ability and psychological characteristics are analyzed in four dimensions.Based on this,the “Questionnaire for Rural Primary School Teachers' Competence Status in Hebei Province” was compiled.Through empirical surveys and data analysis,and combined with structural interviews of rural primary school teachers,we have a comprehensive understanding of the current situation to the competence of teachers in 20 rural primary schools in Hebei.The results show that the overall competence of rural elementary school teachers is at a moderately low level.In the teachers' ideology,their professional identity is relatively low,and self-learning consciousness needs to be improved.In terms of teaching ability,teachers' educational knowledge is imperfect,teaching method is single,and after the class,they lack teaching reflection.In terms of management ability,the classroom management method is single and the awareness of caring students is weak.In terms of psychological characteristics,teachers are not satisfied with their salary,and theyoften feel anxious,at the same time the emotional adjustment ability is poor.Through the analysis of the results of empirical investigations and interviews,it is found that there are several reasons for the lack of competence of rural primary school teachers in Hebei Province.First,the structure of rural primary school teachers is unreasonable,mainly due to the imbalance of male and female ratios,the phenomenon of aging,and the low level of education.Second,the professional quality of primary school teachers is not high,mainly including imperfect teaching expertise,teaching skills to be improved,and weak awareness of teaching research.Third,there is a lack of training for rural primary school teachers,even if there are many trains,they are not in a formal way,especially with a single method and lack of effective assessment and supervision mechanism.Fourth,rural primary school teachers have lower wages and benefits.To improve the professional competence of primary school teachers,we must do some things.First,we can improve the structure of rural elementary school teachers.Second,we should improve the professionalism of rural elementary school teachers.Third,we must strengthen the training of rural elementary school teachers.And the last is to improve the welfare of rural primary school teachers.
