Education is the foundation of national development in the long run. Our country has many rural teachers, the rural teacher’s quality directly affects the development of the overall quality of education. How to improving the quality of rural teachers has become a major problems which effect on our country’s education reform. Teacher competence refers to the school education teaching work, which can distinguish excellent or ordinary teachers, mainly including ability, self-awareness, motivation and personality characteristics related to a personal characteristics.Tostudyit can support the teachers’ evaluation, hiring, training.Enhance the level of teachers’ competence will improving the quality of education. What aspects need to improve level of competence of teachers in rural, county, township? What factors affect the level of rural teachers’ competence? This Research can not only understand the problem for these rural teacher’s ability quality present situation, can also be used for evaluation of teachers’ training, evaluation, hiring. Rural primary school teachers is the object of this study. With Dr Xu, who compiled "teacher competency tests" to measure rural teachers’ competence. This paper will be divided into five parts:The first part: mainly introduced the research background, expounds the theoretical and practical significance of study, by collating and analyzing the related literature material, determine the research ideas and research methods of this article.The second part:mainly includes the core concepts and theoretical basis. First, this paper introduces the competence, teachers’ competence and rural primary school teachers and related core concepts. Secondly expounds the theoretical basis of this article, namely the competency theory, the theory of teachers’ professional life cycle phase, and the theory of talent quality assessment research basic theory support.The third part:This part includes introduction of research tools, letter validity analysis, survey of research tools, the implementation and the selection of objects, data analysis and processing.The fourth part:This part is the focus of this study, presents the present situation of rural primary school teachers competency. Through teachers’ competence level comparison, explore the characteristics of teacher competence and the differences between the three. At last, by comparing for different types of teachers’ competence level, try to find the influencing factors of rural primary school teachers’ competence level.The fifth part:Based on the current situation and problems of rural primary school teachers’ competence level, put forward feasible improving rural teachers’ competence levels, mainly including promptly implement rural teachers support plan, more targeted to offer more for the rural teachers’ help, expand rural excellent teacher sources, promote the informatization construction of rural teachers, rural teacher evaluation system based on competency.
