Regional economic competition ultimately comes down to the competitivenss of high-level talents.With the rapid development of science and technology,it has become to a real priority to strengthen the construction of high-level talents in the new situation.In this dissertation,Zhangjiang Pharm Valley is presented to analyze the effectiveness of Shanghai high level talent policies.Firstly,we discuss the overall condition and real level of high-level talent team,analyze the evolution process of high level talent policy system,and research the shortage and problems of current talent team.In addition,the SWOT analysis method is presented to solve the systematic problem of the above data processing results from strengths,weaknesses,opportunities and challenges.Secondly,we carry out a questionnaire to analyze the subjective preferences and effective utilization of policy in high-level personnel individuals,which focuses on the talent policy attention,coverage,dependence and implementation.Moreover,we build a high-level talent policy effectiveness evaluation model for ZJ Pharm valley,which is based on the talent planning and implementation,creating benefits and development environment.Finally,we realize the optimization of high-level talent policy from the following four aspects:(1)policy-making: standardizing the policy making process,strengthening policy research based on data analysis,expanding the range of democratic decision making and public participation,improving the professional talent policy research institute.(2)content of the policy: increasing the education funds for industrial base,strengthening talent management and training in process,such as flexible flow and career prospects,building relaxed and convenient research environment,nurturing and expanding the talent service platform.(3)policy execution: intensifying policy propaganda,strengthening the close supervision of the whole process by policy implementation and control.(4)policy evaluation: developing the multiple evaluation strategy with both authority and unofficial organization,enhancing the information feedback mechanism by talent policy monitoring and evaluation.
