With the rapid development in the beginning of the 21st century,China has achieved a much better level in all aspects of economy and society.And the fruits of reform have also benefited all parts of the country.By 2020,China has also won the decisive battle against poverty.But at the same time,with the change of economic structure,the development gaps between provinces,cities and districts has grown.The distribution of talents and population agglomeration has undergone transformation and changes.In this case,the importance of high-level talents is becoming more and more significant,and has become the core of the competition between countries and regions.Because of this,how to revise the policy of introducing high-level talents,attract and cultivate excellent talents to support the high-quality development of the region,has also become the focus of many local governments.In this paper,I chose Wujin district of Changzhou City as the research object,which located at the geographical center of the Yangtze River Delta.This paper took research on the experiences of introducing talents in developed countries and domestic major cites,with the methods of literature study,comparative study,interview survey.At the base of talents policies’ of Wujin,I found four main factors which influence the result of talents introduction.They are the concept of policy design,promotion channels,policy targets and policy environment.With the study,this paper has given suggestions from 4 aspects,including making scientific high-level talents policy formulation,building strong talents introduction team,expanding the target group of talents’ policy and improving supporting environment.This study would add a new practical basis for the related theories of talent flow and provide a reference for district talents introduction policy.
