In recent years,Premier Li Keqiang has repeatedly called for mass entrepreneurship and innovation in public.In 2016,Activities in the country launched a wave of innovation and entrepreneurship.Numerous high-level talent to join the wave of innovation and entrepreneurship.This is a favorable opportunity for the region to attract talented people.Talent is the first resource of innovation.The essence of innovation-driven is talent-driven.High-level talent is the high-end resource in talent resources,and is the target of major competitions in various places.To vigorously introduce and train high-level talents,create a good environment for innovation and entrepreneurship and stimulate the creative vitality of qualified personnel has become the most important task in all regions.In 2009,the Central Organization Department approved the Guangzhou Development District as the central overseas high-level talent innovation and entrepreneurship base.In 2016,it was awarded the first batch of double-invasion demonstration bases in the country.The Guangzhou Development District has accumulated some advanced experience in the introduction of talents,and is one of the areas with the highest concentration of talents,but with the increasing efforts to attract talents,the advantage of talent concentration in GDD is gradually decreasing.How to attract talents more effectively is the issue of this paper.In the background of the era of mass entrepreneurship and innovation,this paper,on the basis of combing and summarizing the previous high-level talent introduction and research,combined with human capital theory,dual factor theory and talent flow theory,through literature research,questionnaire survey,case analysis,comparative analysis and other methods to attract talents in GDD.This paper introduces the talent policy and work effect of GDD and analyzes the problems in attracting talents in GDD,combining with the questionnaire survey and contrasting the advanced areas in China,including the uneven distribution of talents,the lack of high level talents,the low degree of talent internationalization,leading high-level personnel is not strong.The implementation of key talents projects is not effective.In this paper,the reasons for the problem are analyzed.On the basis of the experience of Singapore,New York,Zhongguancun,Zhangjiang and Nanshan District,GDD should speed up the improvement of the system mechanism of the talent work and the advantages.We should develop a policy system for talent development,strengthen the soft environment for talent development,strengthen the role of Talent Gathering in major talent projects,and build a platform for talent development.The study will provide a reference for GDD to better attract talents,and to promote talent strategy and promote economic transformation and upgrading.
