With the arrival of the decisive period for building a well-off society in an all-round way,the main social contradictions in our country have changed,and the people have gradually changed from the previous demand for material culture to a social demand and even a more comprehensive diversified demand.Therefore,in order to meet the increasing diversified needs of the people,the right to highquality and efficient public sports services must be effectively guaranteed.In the "Outline for Building a Strong Sports Country" issued by the General Office of the State Council in 2019,it is clearly pointed out that we must focus on building a perfect public sports service system and vigorously promote the equalization of public sports services.It can be seen that while the country pays more and more attention to the development of public sports services,it has more scientific and precise ideas and more policy and system guarantees.However,there are still many difficulties in the development of China's public sports services,which will bring some obstacles and challenges to the realization of long-term goals.Therefore,it is of great significance to use scientific methods to study the efficiency of public sports services and explore existing problems,and to provide references for improving the overall level of public sports services in China.This article first sorts out the development process of public sports services on the basis of literature reading,and under the guidance of the principles of public welfare,science,and accessibility,the Delphi method is used to construct a suitable for this study and used to evaluate China's public sports service efficiency index system.Secondly,the DEA model is used to analyze the efficiency of public sports services in 30 provinces,autonomous regions and municipalities in China in the five years since the “18th CPC National Congress” from the perspectives of comprehensive technical efficiency,pure technical efficiency,scale efficiency,scale compensation,super efficiency,and input redundancy and deficiencies.Carry out calculation and analysis.Finally,the Tobit model is used to perform regression analysis on the influencing factors of public sports service efficiency.The empirical results show that:(1)The efficiency level of public sports services in China is not high as a whole,and the number of areas with comprehensive technical effectiveness reached 10-13 each year,accounting for about 43% of the total.The unbalanced input-output structure leads to inefficient use of resources as the main reason.(2)The scale of China's public sports services has been continuously optimized during steady development,and the efficiency of public sports services has generally stabilized.The number of regions with increasing returns to scale shows a trend of "decrease first and then increase",the number of regions with decreasing returns to scale shows a trend of "first increase and then decrease",and the number of regions with constant returns to scale changes steadily.(3)In most regions,the value of pure technical efficiency is low.These regions have more or less problems of input redundancy and insufficient output.Low technical efficiency is the main reason for restricting the efficiency of these regions.(4)According to the calculation results of the super-efficiency DEA model,30 regions of China are ranked.The top three are Jiangsu,Qinghai and Jiangxi,and Chongqing,Beijing and Tianjin are ranked lower.The difference in super efficiency between Jiangsu and Tianjin is 7.072,indicating that there is still a large gap in the level of public sports services in various regions.(5)The influencing factors of public sports service efficiency in China show diversity and complexity.The population density,the scale of public sports service financial investment and the scale of public sports service management personnel are positively correlated with the efficiency of public sports service,and there are certain differences in their significance.The level of regional economic development is only significantly positively related to the efficiency of the scale of public sports services,and the significance between comprehensive technical efficiency and pure technical efficiency is not obvious.Based on the above conclusions,with the goal of improving the efficiency of public sports services and the quality of public sports services,the following policy recommendations are proposed:(1)By strengthening the research of the construction subject;digging deep into the essence behind the "dominant" problem;taking into account the construction and use of the public sports service system to comprehensively improve the public sports service system.(2)Determine the input scale of public sports services according to local conditions,continuously optimize the input-output structure,and make reasonable planning for the input and output of public sports services.(3)Improve the quality of public sports service supply by improving the multi-subject collaborative governance mechanism;constructing multiple channels to reasonably increase resource input;optimizing the supply space structure and raising the level of equalization;and improving the public sports service supply supervision mechanism...
