As a bridge connecting the two sides of labor supply and demand,the effectiveness of the role of public employment services fundamentally depends on the efficiency of public employment services,and efficiency is often affected by many factors.Therefore,the efficiency evaluation and influencing factors of the public employment services are important issues worthy of in-depth study.Based on this,this paper takes the public employment services of Inner Mongolia as the starting point,and tries to analyze and evaluate its efficiency based on the combination of theory and practice.Firstly,on the basis of defining the core concepts of public employment services and the efficiency of public employment services,the theoretical fulcrum of this article is summarized and summarized,such as the theory of public goods and the theory of new public services.Secondly,it summarizes the present situation of Inner Mongolia's public employment services from five aspects,and has a comprehensive grasp and understanding of its effect.Thirdly,based on the existing literature results,the evaluation index system of public employment services and its influencing factors were constructed,and the DEA-Tobit two stage analysis method was applied to explore the efficiency and influencing factors of public employment services in Inner Mongolia.The empirical results show that the efficiency of public employment services in Inner Mongolia is not high and there are significant differences between years,there is room for improvement in both pure technical efficiency and scale efficiency.Among them,the lower scale efficiency is the main cause of the ineffectiveness of the efficiency of public employment services in Inner Mongolia.;city development level,residents' education level and the size of government has a positive effect on the efficiency,the size of the population,policy factors and residents of the extent of unemployment has a negative effect on the efficiency.Finally,taking the influencing factors as the breakthrough point,this paper puts forward the countermeasures and suggestions to improve the efficiency of Inner Mongolia public employment services,including the construction of sustainable public employment services investment mechanism,the promotion of the efficiency of public employment services policy implementation,the strengthening of public employment training services,and the establishment of the multicomponent public employment services supply mechanism.It is expected that through this study,the employment ability of Inner Mongolia labor force and the improvement of the efficiencies of public employment services can be beneficial.
