Research On Measurement And Evaluation Of Capital Investment Efficiency Of Public Sports Facilities In East China

As the basic condition of realizing citizens’ sports rights,the construction of public sports facilities is not only an important content of building a public service system for national fitness,but also an important guarantee to speed up the construction of a sports power.In order to implement the "14th five year plan" of China’s sports development and solve the current unbalanced and insufficient capital supply of public sports facilities,which is difficult to meet the people’s growing demand for public sports facilities,this paper takes the capital investment efficiency of public sports facilities in East China.(Jiangsu Province,Fujian Province,Anhui Province,Zhejiang Province,Jiangxi Province,Shandong Province and Shanghai city)as the research object.The inter provincial panel data from 2017 to 2019 are selected to measure and evaluate the capital investment efficiency of public sports facilities in East China by using the methods of literature,model analysis,expert interview,field investigation,Delphi and mathematical statistics(word frequency analysis,multi factor analysis of variance,factor analysis).The results show that: 1)The evaluation index system of capital investment efficiency of public sports facilities in East China is constructed,including input variables,output variables and environmental variables,which has high validity and reliability;2)Environmental variables and random errors have a significant impact on the capital investment efficiency of public sports facilities,resulting in the overestimation of the level of comprehensive technical efficiency;3)The comprehensive technical efficiency,pure technical efficiency and scale efficiency of public sports facilities investment in East China show significant temporal and spatial differences,and the level of comprehensive technical efficiency has shown an upward trend in the past three years.In terms of pure technical efficiency and scale efficiency,Shandong Province and Zhejiang Province are in the situation of "double high type",Shanghai is in the situation of "double low type",Fujian Province and Jiangxi Province are in the situation of "double low type" to "high and low type",Jiangsu Province is in the situation of "double high type"-"low high type"-"double high type",and Anhui Province is in the situation of "double low type" to "double high type";4)The main effect of regional factors on the comprehensive technical efficiency and scale efficiency of public sports facilities investment in East China is significant(P<.05),the main effect of regional factors on the pure technical efficiency is not significant(P>.05),and the main effect of year factors on the comprehensive technical efficiency and pure technical efficiency of public sports facilities investment in East China is significant(P<.05),The year factor has no significant effect on the scale efficiency of public sports facilities investment in East China(P<.05);5)The key influencing factors of the investment efficiency of public sports facilities in East China are reflected in four aspects: the supervision and management mechanism,the effective supply of public sports facilities,the construction of legal system,and external collaborative measures;6)The implementation path of the efficiency of public sports facilities investment in East China should start from four aspects: perfecting the financial supervision and management mechanism,improving the effective supply of public sports facilities,strengthening the construction of legal system,and improving external collaborative measures,so as to effectively improve the efficiency of public sports facilities investment in East China.
