| With the development of social economy and the improvement of people’s living standard,people’s concept of physical fitness has changed,and their fitness needs gradually show a trend of high quality,high-level and diversification.In recent years,the Party and the state attach great importance to national health and promote national fitness to the height of national strategy,but there are still many problems in the overall development of public sports in China.Financial fund is an important guarantee for the development of public sports service.In the complex situation of current economic downturn,how to maximize the efficiency of financial fund under the circumstance of limited financial fund is an important entry point to improve the quality and level of public sports service.Taking Nanhai District of Foshan City,Guangdong Province as an example,this paper studies the use efficiency of public sports service financial funds.Based on the understanding of the concept of fund use efficiency,this paper analyzes the current situation and existing problems of the use efficiency of public sports service financial funds in Nanhai District from 2010 to 2019 from the perspective of input and output.Based on the National Fitness Public Service Standard of Guangdong Province（2020）,an efficiency evaluation index system was constructed with financial funds as input factors and sports facilities,sports guidance,events and physical monitoring as output factors.The efficiency of each year from 2010 to 2019 was calculated by using data envelopment analysis de A-BCC model.Comprehensive efficiency,technical efficiency and scale efficiency are analyzed longitudinally.The results show that :（1）from 2010 to 2019,the financial investment scale of sports undertakings in nanhai district was seriously insufficient,mainly caused by the insufficient investment in general public budget and the insufficient investment in sports lottery fund;（2）From 2010 to 2019,the output efficiency of public sports service financial funds in Nanhai District was not good,which was related to the insufficient investment scale and unreasonable investment structure;（3）From 2010 to 2019,the comprehensive efficiency of public sports service financial fund use in Nanhai District was low,mainly affected by technical efficiency and scale efficiency.The optimization and improvement of technical efficiency should take into account the overall demand of the public,regional demand differences and project demand differences.The optimization and improvement of scale efficiency should take into account social and economic level,regional population level and the return speed of project delivery.Through the analysis of the reasons affecting efficiency,combined with the local characteristics of Nanhai District,finally put forward feasible countermeasures and suggestions from four aspects: planning the scale of financial investment,optimizing the structure of financial expenditure,establishing performance evaluation system and mass feedback mechanism,and giving play to the role of market mechanism. |
