Preschool education is an important component of the education system,which is beneficial for children’s intellectual development,releasing the labor force of families with young children,and improving social mobility.Currently,the preschool education systems in China have been basically established,but there are still problems of unbalanced structure and inadequate quality in preschool education.Meanwhile,the purpose of preschool teaching project construction has shifted from "having" to "being good".To study efficient construction of preschool education projects in more complex environments and solve the problems in preschool education,this paper takes 61 preschool education projects in Deyang City as samples and analyzes them from a micro perspective,providing more efficient and high-quality construction suggestions for preschool education projects.The article introduces the basic situation of preschool education in Deyang City,as well as the population,economy,and preschool education situation of its six districts and counties,in order to provide a clear picture of the research object and its environment.As of 2021,there are a total of 385 preschool education institutions in Deyang City,which provide care services for 91,000 kindergarten students.The population and number of kindergartens in Zhongjiang County are both rank first among six districts and counties.Jingyang District has the greatest pressure on preschool education due to population growth.The article demonstrates the feasibility of using the super efficient SBM model to evaluate the efficiency of preschool education project construction.The Super-SBM model is a type of DEA model that is widely used in efficiency studies in various fields.At the same time,the Super-SBM model has the characteristics of non-radial improvement decision units and differentiated effective unit cells,which meets the needs of efficiency research on preschool education project construction.Through literature review,correlation analysis,and expert evaluation,two input indicators of construction,investment and land area,and three output indicators of construction,the number of children in the garden,per capita building area,and parental satisfaction were determined.Analysis was then conducted on 61 preschool education projects with diverse features.The Super-SBM model only evaluates efficiency values and does not analyze efficiency influencing factors.To improve project construction efficiency,further research is needed to analyze the factors that affect efficiency.Therefore,the efficiency evaluation results were used as the dependent variable y,and the Tobit model was used to analyze the efficiency influencing factors.The analysis showed that per capita income and the number of people covered by preschool education projects were positively correlated with project construction efficiency,while the proportion of public funds in construction costs and the size of outdoor activity areas were negatively correlated with preschool education project construction efficiency.Combining the research results with practical analysis,suggestions are proposed for the construction of preschool education projects.First,shorten the decision-making process for public funds related to preschool education and improve decision-making efficiency to better serve preschool education project construction,using financial funds to subsidize the construction of private preschool education projects,leveraging the effectiveness of the market while ensuring the public welfare of education.Second,the primary construction goal is to address practical needs and achieve the goal of entering the kindergarten at the doorstep,ensuring the output efficiency of preschool education project construction.The construction of preschool education projects should be tailored to local conditions and flexible,and the number of residents covered within a service radius of 500 meters should be greater than 3000. |
