In the context of common prosperity,human resources have increasingly become an important factor affecting economic and social development,especially for the development of mountainous counties with insufficient congenital conditions.However,at present,mountainous counties are deeply trapped in the "Matthew effect" of economic development and talent flow.Although government have formulated and issued a series of talent introduction policies,it is worth studying in detail how the effect of talent introduction policies is in the face of the siphon effect of developed areas in the "people grabbing war".In the process of comprehensively evaluating the effect of the current talent introduction policy of mountain county government,excavating the existing problems and shortcomings,and optimizing the talent introduction policy guided by problems is a key link for mountain county government to leverage human resources and boost the leapfrog and high-quality development of mountain counties.This paper takes J County,one of the 26 mountainous counties in Zhejiang Province which is the demonstration zone for common prosperity,as the empirical research object,by drawing on the previous research results on the talent introduction policy evaluation system and referring to the two-wheel evaluation model based on policy goal achievement and policy experience,this paper constructs the talent introduction policy effect evaluation system from the two dimensions of policy goal achievement and policy experience recognition,and evaluates the talent introduction policy effect of J county.It is found that the achievement degree of talent introduction policy objectives in J county has shown a good improvement trend in recent five years,and the recognition degree is generally at a good level of 4.1 points.It has positive effects such as obvious improvement of talent introduction quality and effect,gradual improvement of policy system and continuous optimization of talent introduction environment.However,there are also insufficient competitiveness of guarantee clauses in talent introduction policy,the training mechanism after talent introduction needs to be completed and improved,and talent resources are guided by science and technology This paper puts forward the policy optimization path from the three aspects of concept,policy and implementation,so as to provide some reference for the evaluation and optimization of talent introduction policy of mountainous county government. |
