With the rapid development of information technology and the advent of the era of knowledge economy,talents,as an important endogenous driving force to promote regional economic development and industrial optimization and upgrading,have been moved to an important stage.General Secretary Xi Jinping pointed out in his report at the 19 th National Congress of the Communist Party of China that talents are strategic resources for realizing national rejuvenation and winning international competition.Therefore,government departments across the country have introduced policies for the introduction of talents and launched a battle for talents.However,due to the temporary upsurge of talent policies,many places cannot properly position local characteristics and integrate them organically with local reality.The content of local policies often has the problem of homogeneity,which leads to the blind development of talent introduction work and the matching degree of talents with local development.It is not high,nor can it fully tap the value of human resources.In order to give full play to the effectiveness of the talent policy in northern Jiangsu,improve the service capacity of the government,and promote the rapid economic development of northern Jiangsu,it is particularly important to carry out the performance evaluation of policy implementation.Based on service-oriented government theory,human capital theory and public policy evaluation theory,this article analyzes the current situation of the implementation of talent introduction policies in northern Jiangsu by combing the talent introduction policies of five cities in northern Jiangsu;From the perspectives of policy value and satisfaction,build a performance evaluation system for the talent introduction policy in northern Jiangsu;Checking the work reports of local governments,it is found that in the past three years in the five prefecture-level cities in northern Jiangsu,the regional GDP,industrial development and total talent introduction have all achieved a certain degree of increase;At the same time,a questionnaire and interview outline were designed for investigation,and then entropy weighting was used to determine the index weight of the performance evaluation system,and finally the comprehensive evaluation score of the talent introduction policy in northern Jiangsu was calculated.It can be seen that the performance level of the talent introduction policy in northern Jiangsu is relatively good,but there is still a lot of room for improvement.Through in-depth exploration of the first-hand data obtained from the questionnaires and interviews,the problems in the formulation and implementation of the talent introduction policy in northern Jiangsu are revealed: there is still room for the matching of policies and regional development;the living supporting welfare of talents is relatively single;the introduction of talents emphasizes "utilization" rather than "cultivation";the application procedures for talent welfare are cumbersome,and policy publicity is insufficient.This article proposes optimization strategies from two aspects of policy content and policy implementation: to build differentiated talent policies based on regional development characteristics;fully grasp the needs of talents and improve policy guarantee content;strengthen the construction of an integrated mechanism of "attracting,retaining,and training talents";improve the formulation of "one-stop" services and optimize the work process;strengthen the publicity of the talent introduction policy to increase public awareness in northern Jiangsu;improve the coordination mechanism and improve the degree of policy implementation.It is hoped that it can provide some reference for the municipal governments or relevant departments of talent work in northern Jiangsu.
