Research On The Implementation Of Shanghai Excellent Talents Housing Policy

Around the national development strategy,the central began the trial of the "Thousand Talents Plan" from 2008 and the timely introduction of "People Plan" from 2012.According to the central policy,economic and social development needs,many Provinces and Cities formulate local "Hundred Talents Program","Thousand Talents Plan",etc.,combining with the actual development.Shanghai has implemented personnel long-term strategy for the development strategy,also makes efforts to build international talents gathered place,which aims at attracting,incenting and retaining all kinds of talents to lead innovation and creativity,meanwhile promoting the transformation of development.So Shanghai makes local "Thousand Talents Plan","New Deal 20" and "New Deal 30" to attract and retain talents to build Shanghai,in order to strengthen the driving force and the international competitiveness,Shanghai develop guidance of housing policy for excellent talents at the same time.The districts and counties of Shanghai also implement talents introduction policy,most of them are related to rental subsidies,housing subsidies and other preferential housing policy,housing policy is the core of talents introduction now.Shanghai implementation of the housing policy for excellent talents has achieved remarkable results,but there are problems in the process of policy implementation,these problems affect the implementation effect and policy objectives.In the course of the study,I will use policy implementation theories,policy scientific analysis and the research methods such as literature research method,comparative research method,inductive deductive method,investigation method and so on.This is the focus and innovation of this paper.The research focuses on the general situation of the Shanghai excellent talents housing policy,the relevant government departments to implement management,policy implementation.This paper researches on the policy implementation situation,problems,reasons and case analysis.This paper will use the theories to formulate the optimization strategy.The first chapter introduces the background,significance,research ideas and methods,research priorities,difficulties and innovation.The second chapter analyzes the theories about implementation of excellent talents housing policy,discusses the definition and characteristics of talents,talents of housing policy objectives and the concept of housing policy implementation,researches and analyzes theories.The third chapter researches on the implementation of Shanghai excellent talents housing policy status quo,problems and reasons,the introduction of Shanghai talents housing policy guidance,the talents of housing policy overview scan,using the related theories to analyze the status of implementation,problems and reasons of Shanghai excellent talents housing policy.The fourth chapter is a case study of Shanghai District,introduces the talents of housing policy,housing placement to the purchase of monetary policy adjustment of talents and the implementation of the housing policy externality.The fifth chapter puts forward the further optimization strategy of Shanghai talents housing policy implementation effect,strengthens the top-level design of housing policy,increases the talents of housing policy execution and supervision power,refines execution of the hierarchical classification,to provide the proposed strategy for optimizing the implementation effect.The sixth chapter is the conclusion,a summary of the research,coping strategies and further study.
