Research On Optimizing The Implemention Of Housing Guarantee Policy For Scientific Talents

In today's world,the competition for comprehensive national strength is,to a large extent,the competition for talents.Talent is an important indicator of a country's comprehensive national strength.As an economic center,the driving force of scientific and technological innovation is self-evident for Shanghai to build a global excellent city.The gathering of talents,especially scientific and technological talents,is very important and critical.The relevant policies issued for scientific and technological talents have a very clear guiding role in the talent work of a city.From the central government to local governments,corresponding policies have been issued to help create a talent strategic environment of "cherishing talent","stabilizing talent" and "retaining talent".As an important area radiating G60 science and technology innovation corridor in Yangtze River Delta,s District of Shanghai has also formulated a series of supporting housing security policies for science and technology innovation talents.Based on the theoretical basis of the specific meaning and scope of benefits of housing security policy for science and innovation talents,this paper thoroughly and systematically combs the existing housing security policy for science and innovation talents issued by s District of Shanghai through questionnaire survey and other forms,and analyzes the problems in the process of policy implementation,such as the lack of flexibility in application,the linkage between policy implementation and enterprises,the long cycle,and the inefficient subsidy waiting system.This paper analyzes the causes of the problems,which mainly lie in the imperfection of policy-making,inadequate implementation and supervision,inadequate funding and publicity.This paper puts forward the measures to improve the implementation of housing security policy for scientific and creative talents in S district of Shanghai,which are: to further improve the overall situation of policy-making,to further improve the implementation and supervision of policy,to further increase the funding support and policy publicity,and to help the healthy and orderly development of scientific and creative talents in S district of Shanghai.
