| In 2018,the Department of education of Liaoning Province issued the document "the document of the Department of education of Liaoning Province on further promoting the cooperation between schools and enterprises in Vocational Education",which clearly pointed out that promoting the cooperation between schools and enterprises is an inevitable requirement for deepening the reform of the school running mode of vocational education.The cooperation between schools and enterprises can deepen the reform of the school running mode of vocational education,enable schools and enterprises to share high-quality resources and realize the cultivation of skilled talents.Facing the current difficulties of school enterprise cooperation in F City,it is very important to find out the problems existing in the process of policy implementation and solve them pertinently for promoting the deep development of school enterprise cooperation and improving the level of skilled talents serving the local economy.The paper is divided into the following five parts: the first part,introduction.This paper introduces the origin of the problem,the basis for selecting the topic and the significance of the research,introduces the research situation at home and abroad,studies by using the methods of literature research,interview and questionnaire survey,and explains the innovation of the paper;the second part defines the concepts of vocational education,education policy and policy implementation,and introduces the four dimensions of the theoretical connotation of Smith's policy implementation model.The third part introduces the current situation of school enterprise cooperation policy implementation in F City and summarizes the existing problems.Including the poor operability of the school enterprise cooperation policy,the weak efficiency of the policy enforcement agencies,the low degree of enterprise policy participation,and the lack of school enterprise cooperation policy resources;the fourth part,integrating the research results,using Smith policy implementation model to analyze the reasons for the problems in policy implementation.Including the defects of the policy itself,the lack of executive power of the executive agency,the lack of consensus between the school and the enterprise on the policy,and the adverse factors in the policy implementation environment;the fifth part analyzes and puts forward countermeasures,including: improving the operability of the school enterprise cooperation policy,improving the executive efficiency of the policy executive agency,establishing a long-term school enterprise cooperation linkage mechanism,and creating a favorable school enterprise cooperation Part environment.Through the methods of literature research,interview and questionnaire survey,this paper looks up the literature materials related to school enterprise cooperation in vocational education,and conducts a questionnaire survey for secondary vocational schools in F City,combining with the actual situation and specific needs of school enterprise cooperation development in F City,finds out the influencing factors that affect the implementation of school enterprise cooperation policy in F City,and analyzes the root causes of the problems.According to the theory and practice,this paper puts forward the optimization strategy for the implementation of school enterprise cooperation policy,reduces the deviation in the process of policy implementation,and makes the policy implementation achieve better effect. |
