Study On The Policy Change Of School-enterprise Cooperation In Vocational College In Henan Province

Since the 19 th National Congress of the Communist Party of China,the state has made great efforts to develop vocational education.The educational model of school-enterprise cooperation in vocational education is in line with the needs of The Times and is highly expected in the transformation of service industry,improvement of product quality,cultivation of craftsman spirit,promotion of innovation and entrepreneurship,and increase of employment opportunities.At present,China is in a critical period of industrial structure transformation.Emerging industries such as digital economy,5G and AI need a large number of technical talents.Henan province is a populous province in China.In this context,it is necessary to strengthen the cultivation of application-oriented comprehensive talents and speed up the transformation from demographic dividend to human capital.This requires the henan provincial government to vigorously develop school-enterprise cooperation in vocational education,vigorously promote the policy change of school-enterprise cooperation in vocational education in henan province,assist the optimization and upgrading of industrial economic structure in henan province,and promote the transformation of demographic dividend into human capital.This paper analyzes the process of the policy change of school-enterprise cooperation in vocational education in Henan Province by using the Advocacy Coalition framework(ACF)as a theoretical guidance tool.The policy change can be divided into three stages: the initial stage of policy(1949-1991),the policy is mainly implemented;During the policy exploration period(1992-2013),the policy was oriented towards services.In the period of policy development(2014-present),policies are mainly guided.Under the guidance of the theory,the policy change motivation,content,effect and concluded that the resistance of the policy change,and put forward the policy change of reasons: one is the policy change dynamic drive insufficiency,was born in subsystem performance outside events leading change and policy poor interaction between internal subsystems and internal brokers play small;Second,the content of policy changes lags behind,which is reflected in theconvergence of policies at the provincial level in henan province and the national level,the strong path dependence of policy contents,and more guidance at the macro level.The third is the poor operability of policy change,which is manifested in the imperfect policy system,the barriers between the government and departments,and the unbalanced policy development in various cities.In view of this,this paper proposes strategies to promote the policy change of school-enterprise cooperation in vocational education in henan province in the future.Second,the innovation policy content,many cities carry out the policy pilot program to explore the local original policy,learn the advanced provincial experience to improve the innovation consciousness of policy makers,strengthen the policy learning between policy subsystems to improve the micro operation guidance of policy changes;Third,enhance the operation and implementation of policy changes,improve the school-enterprise cooperation policy system,urge cities to formulate supporting policies,and establish effective cooperation mechanism between government and departments.In this paper,the Advocacy Coalition framework(ACF)is used as the theoretical guidance to provide a new application scenario for the support alliance framework theory,and also provide a reference for henan province to promote the policy change of school-enterprise cooperation in vocational education.
