| With the change of our country's economic growth pattern,the social demand for high-quality and highly skilled talents is increasing day by day.In this context,Chinese government has formulated a large number of policies to promote the development of school-enterprise cooperation.Under the guidance of the Policy instrument theory,this paper analyzes 47 policies on school-enterprise cooperation of application-oriented undergraduate colleges in central and Quanzhou city by the comprehensive use of qualitative research method,case study method and secondary data analysis method.It is found that according to the different levels of policy tools,the existing policy tools can be roughly divided into three types: strategic policy tools,comprehensive policy tools and basic policy tools.The strategic policy tools mainly include the guidance policies for application-oriented undergraduate colleges,the guidance policies for enterprises to participate in school-enterprise cooperation and the requirements for the institutionalization of school-enterprise cooperation.The comprehensive policy tool is mainly about the form of school-enterprise cooperation policy.Basic policy tools,including measures to promote school-enterprise cooperation and policies of supervision and inspection.Through sorting out the contents of the policies,the following four problems are found in the existing policies: first,there are few laws on school-enterprise cooperation;Second,school-enterprise cooperation policy is not strong;Third,the content of school-enterprise cooperation policy is not detailed enough;Fourth,the supporting policies and mechanisms are not perfect.The main reason for the above problems is that the relevant government departments do not have a deep understanding of the connotation of school-enterprise cooperation.The level of legalization of school-enterprise cooperation policy is low;The use structure of policy tools for school-enterprise cooperation needs to be further optimized.Based on the above reasons,this paper puts forward countermeasures and Suggestions for the formulation of school-enterprise cooperation policies from the perspective of government role positioning and the perspective of school-enterprise cooperation policy guarantee mechanism.From the perspective of the role of the government,we should deepen the understanding of the connotation of school-enterprise cooperation.Accurately grasp the role of the government.From the point of view of establishing the policy guarantee mechanism of school-enterprise cooperation,we should establish and perfect the laws and regulations on school-enterprise cooperation.Constructing the policy subject cooperation mechanism;We will improve supporting policies and establish a supervision and evaluation system. |
