| At the national level,documents have been issued to emphasize the importance of deepening the integration of industry and education for the development of vocational education.The integration of industry and education and school-enterprise cooperation have become the new direction of the development of vocational education,and the quality of integration of production and education and school-enterprise cooperation has become an important aspect of the quality evaluation of vocational colleges.However,the fireplace phenomenon still exists in the integration of industry and education,school-enterprise cooperation,and cooperation remains a mere formality.From the perspective of the construction of modern vocational education system,secondary vocational education is in a fundamental position;from the level of industrial structure in the central and western regions,secondary vocational education still needs to play an important role in the process of upgrading its industrial structure;from the reality that the proportion of small and medium-sized enterprises in China is still large,secondary vocational education should also help them;from the essence of the existence of secondary vocational education,secondary vocational schools should combine the school-oriented school-running ideas with the platform-based school-running model.Based on this,this paper mainly discusses the factors that affect secondary vocational education to deepen the integration of industry and education and school-enterprise cooperation.In the process of reviewing the research paths of policy implementation,this paper finds that the policy network theory integrates the “top-down” and “bottom-up”research paths,and the research dimensions cover three dimensions of policy formulation,policy process and policy results,which is consistent with the ideas of this paper.Therefore,based on the policy implementation network theory,this paper constructs a three-dimensional analysis framework of “environment-structure-result”.Under this framework,the use of grounded theory as the core research methods to carry out research.A large amount of qualitative data were obtained by semi-structured interviews with the relevant personnel of Municipal Government,the director of the Institute of Vocational Education in Colleges and Universities,the principals,teachers,students of secondary vocational schools and the relevant leaders of cooperative enterprises,and the data were manually coded and analyzed by nvivo11 plus software.Summarize the type,process and results of the integration of production and education between secondary vocational schools and enterprises.It is found that there are various types of school-enterprise cooperation,such as modern apprenticeship,new enterprise apprenticeship,order training,named training and so on.However,there are also some phenomena such as administrative execution in the implementation process,and there is a serious resource asymmetry between schools and enterprises.Then,in the dimension of environment,it pays attention to the influence of external factors such as laws,policies and systems on the implementation of the policy of integration of industry and education;the structure dimension focuses on the central-local relationship,the relationship between departments,the governmentindustry relationship,and the strong-weak structural relationship between schools and enterprises,and analyzes the interaction between the above relationships;the result dimension pays attention to the influence of policy executors with discretion on policy implementation.Finally,the paper provides solutions to the problems from the following aspects:refining the list of powers and responsibilities,strengthening legal regulation,innovating multiple systems,optimizing government governance,deepening the resource dependence structure between schools and enterprises,and relying on industrial colleges to achieve multi-dimensional and deep integration,in order to provide reference for the effective implementation of the policy of integration of industry and education. |
