Teacher's morality is the code of conduct and moral standard of educators at work.Teachers in primary and secondary schools are developing students' thinking in quality education.Therefore,positive teacher's morality and ethics plays a significant part in development of students,as well as moral construction of society.In China,a major of teachers in primary and secondary schools are good in teacher's morality.They devote themselves at work,foster the morality and cultivate students resolutely.However,a few of them has been influenced by some negative social thoughts under the background of market economy.They might have the anomie of teacher's morality,such as passive understanding of occupation,improper attitude to students or even disrespectable value orientation.In the new era,the Party Central Committee and the State Council have proposed the policy "foster the morality and cultivate students as a fundamental task in education".It is of great practical significance to strengthen the construction of teacher's morality,deal with the problem of anomie and build a high quality team with devoted and noble teachers for primary and secondary schools.Based on the real data and cases of nearly 600 teachers in four primary and secondary schools in Songshan Lake,and according to the severity of results,the author summarizes the behaviors of teacher's morality anomie in the study:misbehavior,dereliction and malfeasance by the empirical method of questionnaire and interview.According to the data,the author analyses the factors that lead to anomie of teacher's morality in primary and secondary schools.Firstly,the social factor,including the influence of market economy,imbalance income distribution and public opinion.Secondly,the factor of education authorities and schools,including the subjectivity of teacher's morality formulation,the arbitrary implementation of management and the lack of penalty.Besides,the factor of teachers themselves,such as out-of-date education concept,low consciousness of self-cultivation as well as the heavy pressure of working and living they might face to.Meanwhile,the author studies how to deal with the problem of teacher's morality anomie in the view of public management,and tries to a "multi-center" management model concerning the problem.It includes the teacher's morality life model which society plays a regulatory role in;it includes the teacher's morality construction model which government plays a regulatory role in;it includes the teacher's morality management model that schools play a dominant role in;it includes the teacher's morality cultivation model which teachers themselves play a principal part in.The "multi-center" management model(The study?)has practical significance in the solution to anomie of teacher's morality.For one thing,it can strengthen the construction of teacher's morality and promote the steady development of teaching and education at school.For another,it helps to cultivate the harmonious relationship between teachers and students,which plays a foundational role in the development of young people.What's more,it also helps to prompt more positive social ethos,concerning to the future of our nation.In addition,many previous scholars have made achievements in related issue,like the behavior and the reasons of teacher's morality anomie.But they mostly based on the theories of Study of Education,Study of Education Management or Psychology,concerning the macro-theoretical research.As far as the academic value of this study is concerned,the innovation is based on the theory public management.According to the management of teacher's morality anomie,the author tries to construct the "multi-center" management model cooperated by society,education authority,schools,teachers' association and teachers themselves.This model is an innovative model that aims to promote the management of teachers'morality in primary and secondary schools,as well as enhance the ability of education management and embody sufficient modernity and democracy.
