The problem of substitute teachers has always been the key to the development of basic education in China.In the 1980 s,after the nationwide "people to the public",private teachers basically withdrew from the historical stage.However,the problems caused by this group,such as insufficient funds,shortage of staff,and shortage of teachers in urban and rural areas,have not disappeared.After running teachers after the people,there are a large number of substitute teachers,their living and working conditions are lack of protection.For the management of substitute teachers,the state has not issued a clear guidance policy,which makes this group move forward slowly in the laissez faire.With the continuous acceleration of urbanization,a number of new substitute teachers emerge in cities.They can make up for the shortage of teachers in urban public primary and secondary schools to a large extent,but the resulting management problems appear one after another.However,in the absence of clear policy guidance on the management of substitute teachers,education departments and schools all over the country face many difficulties in the management of this group.In this study,substitute teachers in public primary and secondary schools in Z City,the capital city of H Province,are selected as the survey objects,and the basic situation and management status of substitute teachers are investigated.At the same time,the leaders of municipal and district education bureaus,school principals and substitute teachers were interviewed for in-depth understanding.On this basis,combined with the relevant policies of the state,H Province,Z City,and Z City District Education Bureau,this paper analyzes the management of substitute teachers in public primary and secondary schools in the city,and finally,according to the management of substitute teachers in public primary and secondary schools in the city,gives relevant suggestions to promote the further development of basic education in Z city.The paper is divided into five parts.The first part is the introduction.On the basis of combing the background and significance of the generation of substitute teachers,this part summarizes the relevant research of substitute teachers at home and abroad,and defines the core concepts of urban public primary and secondary schools,substitute teachers and teacher management.The second part mainly combs the historical evolution of urban substitute teacher policy in China.From the perspective of national policy,this paper combs the development of the policy period in which the rural substitute teachers are the main part and the policy period from rural to urban gradually evolves.The third part combines with the field investigation to sort out the basic situation of the substitute teachers in the public primary and secondary schools in Z City,focusing on the analysis of the current management situation of the substitute teachers,and to explore the existing problems in the management of the substitute teachers in the public primary and secondary schools in Z city.The fourth part,based on the third part,puts forward the reasons for the problems in the management of substitute teachers in urban public primary and secondary schools.The fifth part puts forward some feasible suggestions for the management of substitute teachers in urban public primary and secondary schools,such as clear policy guidance,perfect employment mechanism,guarantee the stability of substitute teachers,training quality,and fine management of enrollment.
