The school is a special educational production process,and the absence of teachers will definitely affect the normal teaching process.Teachers as natural persons will be absent from work due to leave,sick leave and other reasons.Teachers' absence is often a temporary or a sudden shortage.If it cannot supplement in time,normal teaching process cannot be guaranteed.Therefore,the substitute teachers who are emergency alternative force have a realistic basis for existence and solve the problem of temporary absence of teachers.At present,there is a lack of special research on the management of temporary substitute teachers.In addition,China's management of substitute teachers is mainly based on local policy and many local governments have not formulate relevant management documents,which makes the management of substitute teachers become irregular management.This kind of irregular management can not guarantee the quality of school education and teaching,while can not guarantee the legitimate rights of substitute teachers.,and there are few studies on the issue of temporary substitute teachers in China.Therefore,this paper takes substitute teachers as the research object,re-examines the inevitability of the temporary substitute teachers,and analyzes the problems in the management of substitute teachers in China with the actual investigation.Finally,combined the actual situation in China with foreign excellent experience,propose the solutions to improve the management of substitute teachers.This study mainly consists of five parts.The first part is about the evolution of the management mode of substitute teachers since 1949.Trying to understand the changes in the management characteristics of substitute teachers in China from the macro perspective of national policies;The second part is about the inevitability of the existence of substitute teachers in cities.This part is the logical starting of the whole study.This part demonstrates the importance of substitute teachers based on education and teaching,protection of teachers' basic rights and interests and students' education;The third part analyzes the management problems of substitute teachers who work in urban public schools in H province of China.According to the questionnaire survey method of H province and the survey data of interview method,the status quo and problems of temporary substitute teacher management in urban areas of H province are analyzed from three aspects: identity definition,employment procedure and welfare treatment..The fourth part is the analysis of the reasons for the problems in the management of city substitute teachers.It mainly demonstrates from two aspects: the lack of relevant management policies and the imperfections of the employment mechanism.The fifth part is to propose solutions for the management of temporary substitute teachers in public schools in China.Combined with application of system management theory and the theory of capability,this paper proposes specific measures to improve the management system of temporary substitute teachers in public schools in China.
