Teacher ethics,that is,professional ethics of teachers,is an important dimension in teachers' professional standards,and it is an essential quality for teachers in fulfilling their duties of teaching and educating people.In particular,teachers in elementary and secondary schools,in the face of students whose values and good behaviors are not yet mature,the strong demonstration and guidance of teachers' morality is of great significance to the growth and development of students.The so-called unethical behavior of teachers refers to behaviors in which teachers deviate from or violate teachers' professional ethics when dealing with various relationships and problems in education and teaching.In traditional society,the moral image of teachers seems to be self-evident.Teachers represent morality,but with the issue of teachers' morality in elementary and middle schools,they often appear in the public view,such as: "corporal punishment of students","insulting students' personality","Infringement of students 'rights" and "work for personal gain",people gradually pay attention to and examine teachers' moral behavior.With the developmentof education modernization,the Party Central Committee and Ministry of educationhave continuously attached importance to teachers' moral issues and implemented a series of measures to improve teachers' moral construction.At the same time,the education administrative department has gradually strengthened the construction and governance of teachers' morality in primary and middle schools,and has issued a series of documents,such as the "Measures for Dealing with Violations of Professional Ethics of Primary and Secondary School Teachers" issued by the Ministry of Education,which specifically targets primary and secondary school teachers 'violation Management of professional ethical behavior,but this method aims to solve the outstanding and ethical issue of teacher ethics in the society.It is time-effective,but rigorous and comprehensive.Therefore,how to effectively manage the anomalous behavior of teachers' morality requires an in-depth analysis of the current ideas and methods of governance of teachers' morality for further discussion.Through literature analysis,questionnaire surveys and individual interviews,the author has clarified the current situation and the main problems of the governance of teachers' unethical behavior in elementary and middle schools.It is mainly manifested in the following aspects: In terms of governance subjects,the current governance subjects are mainly education managers.Teachers,students,and parents,as stakeholders,have insufficient participation in the governance of teacher moral anomaly.In terms of governance objects,there is no classification of teachers' moral misconduct,lack of consideration of behavioral motivation in behavioral qualitative analysis,and there is a one size fits all phenomenon.In the aspect of governance process,lack of procedural justice;in the aspect of governance goal,focus on punishment,lack of early warning mechanism for teachers' value orientation of "care" and measures of humanistic care and psychological guidance for teachers' growthTracing back to the source,the main problems in the current governance of teachers' moral anomie in the primary and secondary schools stem from the following aspects: First,the restriction of the bureaucratic management model has led to the loss of school management autonomy and the weakening of teachers' dominant position.Second,the governance of teacher ethics issues is too much pursuit of efficiency and neglects the protection of intrinsic value.Third,the failure of the teacher peer autonomous organization to develop and its strength is weak,leading to the teacher group always in a weak position in the game with education managers.It is marginalized in the governance of teachers 'moral anomalies.Fourth,the lack of matching measures for bans makes the boundaries between teachers' moral anomies and normal education and teaching behavior blurred,which leads to conflicts between the governance of teachers 'moral anomies and teachers' power.In summary,the pursuit of multiple subject participation,the realization of interest games through mutual consultation and equal dialogue between stakeholders,and the empowerment of schools and teachers to autonomous autonomy,not only through the punishment of teachers to regulate professional ethical behavior without damaging the rights and interests of teachers,It is the value demand of the governance of teachers' moral anomaly in primary and middle schools.Based on this,the article proposes the following countermeasures: first,the punishment process follows procedural justice,which includes improving procedures,focusing on participation,and guaranteeing the teacher's right to appeal;second,constructing a long-term mechanism for the governance of teachers' anomie:establishing a common body with multiple subject participation.The third is to establish a legal advisor system;the fourth is to change government functions and rationally allocate power;the fifth is to punish the outstanding issues of teacher ethics. |
