With Chinese socialist modernization' boosting,the quality of rural education gets the prominent progress,rural teachers play an important role in rural education's outstanding marks.However,due to the economic and social factors,the current rural teachers are still facing some prominent problems,especially the construction of rural primary school teachers in ethnic areas is more disturbing,which restricts the sustainable and healthy development of rural education.How to solve this problem and promote the development of rural education in China? Fundamentally,we need to build a high stability and high quality rural primary school teachers.Therefore,our party and the country continue to strengthen the support and construction of rural teachers.In June 2015,"the rural teacher support plan(2015-2020)" was issued by the state council(hereinafter referred to as the "plan"),to solve the current extrude problems in rural teachers team construction,break through the limit of rural education's sustained and healthy development problems,stable rural teachers.Therefore,“plan” has great significance to promote the fair and balanced development of education,narrow the overall gap between urban and rural teachers,and realize rural revitalization and the Chinese dream of the great rejuvenationBased on the above background,this study establishes the research content and the research object,and then consults a large number of relevant literature,to develop A study plan.Through to the questionnaire of some primary school teachers and the interview of education bureau staff around the current situation of the “plan” implementation,so as to deeply understand the "plan" specific measures,achievements and existing problems and its reason in the A city of H province.This research is mainly divided into six parts.The first part is the introduction,which briefly states the background and significance of this research.The second part is the definition of related concepts and theoretical basis.The plan,policy implementation and ethnic regions are defined.On the basis of educational equity theory and educational equilibrium theory;The third part is survey design,sample selection and data analysis.The fourth part is the analysis of the status and effectiveness of policy implementation.The implementation effectiveness is analyzed by combining the background and content of the plan with the specific implementation opinions of the plan of A state.The fifth part analyzes the existing problems and causes;The sixth part is trying to put forward the corresponding countermeasures and Suggestions.Through field investigation,A city performed "plan" gets great grades,such as rural primary school teachers' stay willing is strong,compensation and benefits are improve,rural primary school teachers get certain number of complement,rural primary school teachers' quality and work enthusiasm are enhance.But at the same time,there are also problems such as low participation in the policy objectives of the plan,tight staffing of rural teachers,limited number of professional title evaluation places for rural teachers,unreasonable discipline structure of rural teachers,and unsolved problems of urban and rural teacher flow.On this basis,combined with the actual situation of rural education in ethnic areas of China,this paper puts forward corresponding solutions,such as pay close attention to the implementation and supervision of rural teachers support plan;give greater policy preference to ethnic minority areas;optimize rural primary school teacher training;make urban and rural primary school teachers communication path unimpeded;improve the supplementary mechanism for rural primary school teachers;promote the reform of rural primary school teacher establishment;reform the professional title evaluation and employment system of rural primary school teachers;develop the local economy vigorously and increase funding for education.It is the innovation that on the basis of the policy analysis of the rural teacher support plan and the reference of relevant experience at home and abroad,it studies the construction of rural teachers in A city of H province,which is located in the ethnic region,and proposes specific optimization design and improvement measures.Due to the limited ability and resources of the author,there is still much improvement room in this study.
