2020 is the closing year of Rural Teacher Support Plan(2015-2020).Before the implementation of Rural Teacher Support Plan(2015-2020),the state promulgated many rural teacher support policies,but did not solve the substantive problems.In order to change the dilemma of rural teachers,the general office of the State Council announced the policy of Rural Teacher Support Plan(2015-2020)in June 2015.In December of the same year,following the spirit of the central government,Jiangxi Province issued the implementation measures of Jiangxi Rural Teacher Support Plan(2015-2020),which was in line with the local reality,and began to implement it in the province.Up to now,the Rural Teacher Support Plan(2015-2020)has been progressing smoothly,and the rural teacher team has gradually become stable,so that the gap between urban and rural education level can be narrowed,but some problems have been found in the implementation process.Through a real understanding of the current situation and problems of the implementation of support policies,find out the reasons for the problems,and put forward corresponding suggestions,to provide reference for the implementation of relevant policies in the future,and to provide help for the more stable construction of rural teachers is the original intention of this study.This study takes the rural teachers and related personnel in the stage of on-the-job compulsory education in W County,Yichun City,Jiangxi Province as the research object,and uses questionnaire survey and other methods to understand the implementation status and existing problems of the Rural Teacher Support Plan(2015-2020)in W County in the past five years from eight aspects.Through a comprehensive survey of the current situation of policy implementation in W County of Jiangxi Province,this study found that there are still some outstanding problems in the construction of rural teachers team after the implementation of the policy,such as overstaffed and understaffed,small growth space,imperfect wage policy,and poor flow of urban and rural teachers resources.The reasons lie in the constraints of the current rural education management system,the lack of attention paid by the leadership level to the construction of teachers team,the lack of attention paid by the leadership level to the construction of rural teachers team The policy implementation departments are not coordinated,and the supervision and management of the policy is not enough.In order to further improve the policy implementation effect of strengthening the construction of rural teachers,this paper puts forward suggestions and countermeasures from the following three aspects: raising awareness,promoting the priority development of rural teachers,implementing accurate policies,promoting the overall improvement of rural teachers’ quality,strengthening supervision,and ensuring the effective implementation of rural teachers’ support policies. |
