Due to the impact of the dual structure of urban and rural areas and the uneven level of economic development,the development of rural education has always lagged behind the development of urban education.In order to strengthen the construction of rural teachers and promote the development of rural education,the State has issued a?Rural Teacher Support Plan(2015-2020)?(hereinafter referred to as “?the Plan? of Nation”).The promulgation of?the Plan?has brought the gospel to the front-line teachers working in the countryside.Provinces and municipalities have introduced local support plans to improve the quality of rural education in the region in accordance with their own characteristics and educational realities.Henan Province promulgated the Implementation Measures for the ? Rural Teacher Support Plan(2015-2020)?(hereinafter referred to as“?the Plan?”)in December 2015.What is the current status of the implementation of the Plan,what difficulties still exist in the implementation process,what are the causes of the difficulties,and what are the crack paths?Based on the consideration of the above problems,combined with the background of the "Plan" and the investigation of some districts and counties in Henan Province,the current status,difficulties and reasons for the implementation of the "Plan" are analyzed in depth,and the cracking path is explored.The survey found that half of the teachers believe that the "Plan" can optimize the structure of teachers in rural schools and narrow the gap between urban and rural areas.Each district and county has launched a series of actions in terms of living subsidies,rural teacher supplements,and training.However,there are three obstacles in the implementation process,including human resources,funds,and systems.Such as the difficulty of changing the status of teacher shortage in the short term,the difficulty of stimulating the enthusiasm of teachers,and the alienation of communication policies are unavoidable.Based on the Smith model,the main reason for the above difficulties is the target group itself There are limitations,the implementation environment is immature,the policy itself is not perfect,and the management mechanism of the executive body is not perfect.On this basis,this article combines the reality of rural education in Henan Province,from stimulating the internal driving force and external force of the target group,optimizing the policy environment,narrowing the gap between urban and rural areas,refining the policy text,improving the preparation,training,subsidy mechanism,and strengthening the implementation of The management of the main body and the improvement of thesupervision mechanism are in-depth exploration of the cracking path.Specific measures include improving teachers self-development awareness,increasing the risk of rural teachers “unable to stay” default,increasing the publicity of the policy,and improving the policy recognition,increase funding support,ensure financial resources support,improve rural public service levels,improve rural resource allocation,implement the rural teacher honor system,improve honor supporting policies,improve rural teachers' living treatment,pay attention to rural teacher needs,improve the quality of executives and recognize the level,enhance the sense of job responsibility,improve the execution capacity,improve the supervision mechanism,and ensure the effective implementation of the policy.
