Research On Optimization Of Subsidy Policy For Impoverished Students Of Independent College Of Shaanxi Province

With regard to the financial support for students with financial difficulties in higher education institutions is a problem that all countries in the world attach great importance to and generally pay attention to.The quality of financial support for students with financial difficulties not only relates to the fairness and justice of society,but also to the security and stability of the country.Since the 1990 s,the combination of colleges and universities in our country and the expansion of college enrollment,paying fees to go to school,the number of students with financial difficulties in colleges and universities has suddenly increased,and the problem of funding for poor students has become increasingly prominent.Shaanxi's higher education has strong strength and numerous colleges and universities,and the number of students in the country is also among the highest in the country.In addition,although Shaanxi has entered a moderately developed province,the difference between the rich and the poor is still large,and independent colleges,as the school body of the new system,have raised their own funding.Become its distinctive features.The problem of poor students is particularly prominent in independent colleges.Therefore,it is of great significance to optimize the funding policy of colleges and universities,especially independent colleges,improve and perfect the level and methods of funding work of Independent colleges,so that more students from families with financial difficulties can successfully complete their studies,and to promote education equity and maintain social security and stability.By means of questionnaire survey and interview survey,combined with new public service theory,equal educational opportunities theory and cost sharing theory of higher education,this paper introduces the current state of operation of the subsidy policy for poor college students in Shaanxi Province in detail.Six representative independent colleges in Shaanxi province were selected to carry out questionnaires and individual interviews.Based on the results of the survey,the author analyzed the shortcomings of the policy of financial support for poor students of Independent colleges in Shaanxi province.Finally,in view of the existing problems,it is proposed to improve the diversification of funding entities from the aspect of broadening the funding subject and establishing multi-channel funding network.We will improve the National student loan system by expanding the country's student loans,establishing various student loan funds,and establishing a credit management system for commercial banks that are suitable for student loan business.Broaden the channels of work-study aid from establishing work-study bases,promoting cooperative training programs,and developing "subsidy package" policies;We need to optimize the management system,establish a flexible system for the administration of student registration,set up special agencies to manage the work of subsidizing poor students,and implement various ways of paying tuition fees.We will create new mechanisms for mental health education and strengthen mental health education for poor students.Through the continuous optimization and improvement of the independent college's funding policy for students with financial difficulties,education equity and social equity will be achieved,and the continuous and healthy development of Independent colleges will be promoted.
