A Study On Independent College Financial Aid System For Poor Students In Jiangxi Province

The independent college as a product appeared when higher education has been developing to a certain stage.It’s also a necessary choice to carry out the mass education in our country.During a quite long period of time, the impression of independent colleges from the outside is that no poor students there, due to high tuition.The State’s finance policy has been catering to poor student only in colleges or universities but those in independent colleges.With the increasingly enlarging scale of independent college, the financial aid problem for poor students in independent colleges has gradually attracted the relevant department’s attention.The State’s finance policy in our country didn’t serve the poor students in independent colleges until the year of2007.This article standing at the point of poor students in independent colleges,analyzes the characteristics of independent colleges by the means of questionaires and interviews in which the hometown,monthly-consumption, number of children and yearly-income in a household of the impoverished students in independent colleges can be revealed, and then through the analysis of policy assess theory, obtains a result that what the influence does the State’s finance measures have on poor students’scores and mindset.Concluding from the relevant data, the article unveils the problems existing in the process of having the impoverished students been financed by independent colleges in Jiangxi province, and correspondingly puts forward some practical methods from different perspectives.For example, expanding the range of beneficiary from State’subsidy, strenthening the supervision over national supporting measures in their presuming,assessing and granting process,properly increasing the amount of independent colleges’s student loan for those who have various financial problems,eliminating factitious factors,eradicating the delaying and deducting of granting and so on.
