Research On The Effect Evaluation Of Subsidy Policy For Poor Students In Independent Colleges

In recent years,As an important part of our country's higher education,the size of undergraduate students in independent colleges is getting larger and larger,but the problem of poverty-stricken students due to high tuition fee is becoming more and more prominent.Although since 2007,the independent colleges was incorporated into the national funding system,but in fact,conditions for the support of independent college students enjoy is still less than the public schools,how to make it more effective,letting independent college's poor student's out of poverty as soon as possible.This is the article's hope to solve the problem.In order to accurately understand the current funding for poor effect of policy in the independent college,funding for independent college work gives objective evaluation,based on the education cost sharing theory,theory of public policy evaluation,in combination with the actual situation of independent college's poor student's financing work.Based on the study of other scholars,this paper constructs an evaluation index system for the implementation effect of poverty-stricken students in independent colleges,consisting of 6 primary indexes and 19 secondary indicators.;The fuzzy comprehensive evaluation method and analytic hierarchy process are used to construct the evaluation model.A questionnaire was designed for the implementation effect of poverty-stricken students.Through the above study found that the implementation of the independent college aid policy implementation effect,overall satisfaction of medium,the consistent and actual situation,and existing problems are highlighted,if less than independent college students grants funded smaller proportion,etc.For the cause of the problem,this article from the government,school,society and individual four aspects are expounded,from the four aspects of and put forward countermeasures,such as the government level,the need in student loans to streamline and improve the grant,perfecting the students loan approval,accurate to fund more effective and rational policy more fair,more efficient government,perfect law strict policy regulation and so on five aspects to improve;School level,the need to strengthen the publicity,strengthening the team construction of aid,promote the quality improvement efforts of aid,increase funding for education education,improve the scientificalness,strengthen the supervision of poor students,pay attention to poverty that five three aspects to improve the ability of poor students;At the social level,it is necessary to increase the level of social support to increase the participation of the society and increase the social support for the social participation of poor students.On the individual level,poor students need to actively face poverty to set up correct values,and correctly understand financial aid to self-improvement and improve their ability.
