The world is undergoing major development,transformation and adjustment,and is facing major changes unseen in a century.A new round of scientific and technological revolution is in the making.Major countries in the world have accelerated the pace of scientific and technological innovation to seize a new round of economic and technological competition strategic commanding heights.Talents are the key to scientific and technological innovation.It has become a strategic choice for all countries in the world to cultivate and attract scientific and technological talents to win international competitive advantages.For a long time,Chongqing municipal party committee and government have attached great importance to the supporting role of scientific and technological talents in economic and social development,and formulated a series of policies on the introduction,cultivation and incentive of scientific and technological talents to promote the development of scientific and technological talents.Since the 19 th national congress of the communist party of China(CPC),the Chongqing municipal party committee and government have given more prominence to the work of talents,education and science and technology,and formulated the action plan for revitalizing the city with science and education and strengthening the city with talents(2018-2020).Facing the huge gap of scientific and technological talents,Chongqing urgently needs to eliminate the obstruction of scientific and technological talents policy implementation,improve the competitiveness of scientific and technological talents policy,and add strong momentum to economic development.Based on this,under the guidance of human capital theory and policy implementation theory,this paper adopted literature research,interview research,comparative research and other research methods,and followed the basic idea of “theoretical research-problem research-countermeasure research” to develop the research framework of this paper.Firstly,the research achievements and research methods of domestic and foreign scientific and technological talents and their policies were systematically sorted out;Secondly,on the basis of human capital theory and policy implementation theory,this paper analyzed the conceptual connotation of scientific and technological talents and policies,and laid the theoretical foundation for the whole paper;Thirdly,the present situation of scientific and technological talents was analyzed from three aspects: the subject,the effect and the main characteristics of the policy;Fourth,this paper was found out the main problems in the implementation of the policy on scientific and technological talents,and analyzed its causes;Finally,in view of the problems existing in the process of the implementation of scientific and technological talents,this paper put forward some countermeasures and suggestions with relativity and operability.The main conclusions of the paper include:(1)At present,it is a critical period for Chongqing to change from the stage of rapid growth to the stage of high-quality development.(2)The implementation of the policy of scientific and technological talents in Chongqing is characterized by the strengthening of the introduction of high-level talents,more diversified training methods for scientific and technological talents,increasingly rich service carriers for scientific and technological talents,and more optimized service modes for scientific and technological talents.At the same time,there are still some weaknesses such as low proportion of total population,lack of high-level innovative talents,unbalanced development of regions and industries,and low efficiency of output.(3)Chongqing science and technology talents policy implementation exists in the content of science and technology talents evaluation way old,extensive scientific and technological personnel evaluation standards,government service content lack of flexibility;exists in the ability to service personnel allocation of scarce,policy implementation personnel quality is low,service project more bits and pieces;exists in the presence of administrative agencies of the organizational coordination between dominant too strong,the transverse department difficult,vertical management separation between government and industry participation social organization is low.In terms of the environment,there are such problems as outstanding housing problems for talents,fierce competition for talents among cities,lack of carriers for the development of scientific and technological talents,and insufficient strong atmosphere for innovation and entrepreneurship.(4)The main reasons for the problems in the implementation of the policy of scientific and technological talents in Chongqing are that the policy revision and improvement is not timely,the local economic foundation is too weak,the policy implementation system is not perfect,and the policy supporting measures are not enough.(5)The implementation of the policy for scientific and technological talents in Chongqing needs to make up for the deficiencies of the policy on scientific and technological talents,improve the ability of the policy on scientific and technological talents,strengthen the policy organization of scientific and technological talents,and improve the supporting measures of the policy on scientific and technological talents.The innovation of this paper is the research content.This paper makes a systematic and in-depth study on the policy of scientific and technological talents in Chongqing,which is seldom studied at present.This paper finds out the main defects and changing trend of the policy of scientific and technological talents in Chongqing,provides theoretical support for the formulation and implementation of the policy of scientific and technological talents in Chongqing,and puts forward more targeted and effective countermeasures and suggestions.The disadvantage is that the adopted statistical data itself has a lag,the empirical part of the R&D personnel can not cover all the scientific and technological talents,the total number of interviewees is small.
