work in China is to increase the total amount of talented person.After 10 years of development,China's talented person work in accordance with the strategy of increasing the total amount of talented person,adjusting the structure,training all kinds of talented person in the direction of continuous progress.During the Twelfth five-year Plan period,China issued the Outline of the National medium-and long-term Talent Development Plan(2010-2020),which pushed the talented person work to a new historical height.In March 2016,the fourth session of the Twelfth National people's Congress approved the outline of China's economic and social development plan during the 13th five-year Plan.The goal of economic and social development in the 13th five-year Plan period,for the first time,added "innovation-driven",and put forward"the talented person work development priority strategy" under "implement innovation-driven development strategy".In 2017,the 19th National Congress of the Communist Party of China(CPC)raised the importance of human resources to a new strategic level.The report points out that "to firmly implement","talents are strategic resources to realize national rejuvenation and win international competition.It is necessary to adhere to the principle of party managing talents,gather the world's talents and take advantage of them,and speed up the construction of a strong nation powered by talents.To implement a more active,more open and more effective talent policy,with the wisdom of find talent,the sincerity of loving talent,the courage of using talent,the magnanimity of talent,and the good formula for gathering talents to bring together both inside and outside the party,at home and abroad outstanding talents from all fields have gathered in the great struggle of the Party and the people.Encourage and guide talents to remote and poor areas,border ethnic minority areas,revolutionary old areas and grass-roots areas have moved along the front line,striving to form people who aspire to become talented,who strive to become talented,and who can do all they can to develop the good situation of their talents,so that the creative vitality of all kinds of talents can burst into full play.There is a full flow of wisdom and wisdom.In the past 40 years of reform and opening up,great achievements have been made in the talented person work and the construction of talent ranks in China,but to a certain extent,the inertia of using planned thinking to manage talents still exists.There is also the problem that the the talented person work does not meet the requirements of the times and lacks the effective thinking and method of serving talents under the condition of market economy.There are still many obstacles in the system and lacks the impetus of system innovation and the perfection of the rule of law.There is also a lack of overall coordination in the implementation of talent policies,and there is no support for inclusive policies for talents.Enough,the decisive role of talent market allocation is insufficient,the personnel management of public institutions is rigid,and the construction of talent rule of law lags behind.Overall,the overall development of our talents is unbalanced,high-end talents are not enough,practical talents are easy to use,low-end talents can not be used,special talents will not be used and other problems will still exist in a certain period and field.It is necessary to further strengthen the consciousness of talent crisis and accelerate the strategic reserve of talent resources from the height of improving the comprehensive competitiveness of the country.As a state-level poverty county,Linquan County is based on traffic first,industrial breakout,agricultural transition,urban and rural co-ordination,national entrepreneurship "five paths," for the rapid development of economic and social needs,vigorously implement the strategy of strengthening the county with talents.It is fundamental to do a good job in the construction of the talent team.This paper analyzes the relevant policies and measures of innovation and entrepreneurship talent team construction in Linquan County from many angles,and at the same time,compares with the domestic and foreign policies and measures of innovation and start-up talents,and explores the appropriate path of innovation and entrepreneurship talent team construction in Linquan County.To provide continuous "intellectual energy" for the economic and social development of Linquan County,and also for the development of local government talents.It has good reference value.Firstly,this paper analyzes the development trend of the theory of innovative and entrepreneurial talents at home and abroad,and absorbs the theoretical achievements and practical experiences of the development of innovative and entrepreneurial talents at present,which is the basis of this paper.Then,aiming at the present situation and problems of the innovation and entrepreneurship talent team construction in Linquan County,combined with the advanced experience at home and abroad,this paper puts forward the countermeasures to perfect the innovation and entrepreneurship talent team construction in Linquan County,in order to be beneficial to the talented person work practice in Linquan County. |
