Compared with the rapid development of the urban economy, due to the location, level of economic development of geographical constraints, the county economy develop slowly. for this phenomenon, There are many reasons Besides the historical development factors, such as the economic policy "agriculture support industrial, rural areas support cities" which we implement for long-term, also has a certain relevance with the county regional development model and the development consciousness. Science and technology are primary productive forces, If we want to raise the county economic development level, we must attach importance to the development level of county-tech industry、technology content of product and have to enhance the research capabilities enterprises and institutions. However, we found that,in the evolvement, whether government or enterprises and institutions tend to invest a lot of money for the expansion of industrial scale, and put in less Capital and energy for technological innovation and scientific technological personnel development activities, do not attach importance to innovation source-IT Talented person developing and training, which led to directly that the quality of products are slowly, and the technology products services is not high, which restricts the county’s economic development level.View of this, This paper put the H County Talented person development as case study, do some conduct research for the relevant enterprises and institutions, and some discussion with the person in charge, to know the development of H County scientific and technological talents and disseminate relevant scientific and technological personnel questionnaire to obtain research data, using SPSS statistical software for statistical breakdown of survey data analysis, analysis the correlation between variables, The study found the presence of H County IT personnel to develop, in the personnel structure, recruitment, personnel training mechanism, use of personnel management, personnel evaluation and personnel incentives and other aspects of the problem of imperfect, and we propose the development of talent from all aspects of the above problems suggestions as follows:Improve technology professionals introduce mechanisms and expand recruitment range, ensure the quality of recruitment; increase excavation of human capacity efforts, and strive to improve the ability and quality of talent; optimize people post personnel allocation, improve the timeliness of personnel transfers; establish a sound training system to ensure personnel culture results; establish a sound management system, building a sound human resources information management system; improve and strictly implement the evaluation system and improve the effectiveness evaluation; improve and innovate incentive measures, enhanced incentive effect; complete introduce mechanisms to improve the quality of service personnel.
