| Since the fifth Plenary Session of the 19 th CENTRAL Committee of the COMMUNIST Party of China(CPC)first proposed to build a new pattern in which the domestic cycle is the main body and the domestic and international double cycles reinforce each other,the Party and the state have issued a series of policies and systems to guide and support Chinese enterprises in their innovation and entrepreneurship activities.Many enterprises seize the opportunity,determined to explore the international market,to overcome the difficult technological innovation problems,and achieved good results in the field of international entrepreneurship.In the context of the global spread of COVID-19,how to optimize the allocation of innovative resources for Chinese enterprises to achieve a strong recovery and maintain international competitiveness,and how to effectively play a combination of policies to meet the needs of international entrepreneurship are still the key issues in the field of international entrepreneurship.This study focuses on the internal mechanism of international talent inflow,innovation investment and international entrepreneurial performance.On this basis,it studies the current status of Innovation investment and international talent policy in China,and proposes effective optimization strategies.Firstly,based on the theories of endogenous growth,knowledge transfer and policy instrument,this study comprehensively reviewed the definitions,characteristics and influence of international talent flow of domestic and foreign scholars,and defined the relevant connotation and influencing factors of international entrepreneurship.In addition,from the perspective of international talent inflow,it analyzed the research on the effect of international entrepreneurship policy,thus forming the theoretical basis of this study.Secondly,the internal mechanism of innovation input,international talent inflow and international entrepreneurial performance of enterprises is preliminarily deduced,so as to construct the theoretical framework of this study.Then,enterprises in the national high-tech Industrial development zones in cities of 31 provinces(excluding Hong Kong,Macao and Taiwan)in China are selected as the research objects,and the data from 2014 to2020 are selected for empirical analysis,and the robustness test is conducted by changing the estimation method,changing the estimation method and altering the sample size.The following conclusions are drawn: There is a positive correlation between R&D talent investment and international entrepreneurial performance,but the positive effect of R&D capital investment has not been proved.The interaction term of transnational talent inflow and R&D investment is positively correlated with international entrepreneurial performance,but the positive moderating effect of transnational talent inflow on the impact of R&D talent input on international entrepreneurial performance is not established.Besides,there is no significant correlation between international talent return and R&D investment and international entrepreneurial performance,but there is a significant positive correlation between international talent return and R&D talent and international entrepreneurial performance.Based on this,in combination with the research mechanism analysis in Chapter 3,this study uses qualitative research method and Nvivo 12 Plus software to analyze the international entrepreneurship policies issued by 31 provincial capitals(excluding Hong Kong,Macao and Taiwan)from 2018 to 2020,and finally selects 207 policy texts,forming a text database of more than 400,000 words.Then,this thesis takes innovation input policy and international talent policy tools as the starting point and takes policy text database as the foothold to construct a two-dimensional analysis framework of "policy tools-policy objectives".Thus,the policy architecture is analyzed from X dimension,Y dimension and X-Y composite dimension,and the main problems existing in the selection and adaptation of international entrepreneurship policy tools are explored.Then,the policy architecture is analyzed from X dimension,Y dimension and X-Y composite dimension,and the main problems existing in the selection and adaptation of international entrepreneurship policy tools are explored.Finally,this study adheres to the "problem-method " orientation,establishes the international entrepreneurship policy optimization framework,and puts forward policy optimization strategies from the characteristics of policy tools,policy mix path and policy effect adaptation. |
