Children are considered as the hope of the family and the future of the country Therefore, their health and safety are related to the happiness of each family and the stability of the whole society.Since 2007,the government has issued couple policy documents on public safety education in succession to emphasize the significance of safety education in schools. On February,2019,《Chinese Education Modernization 2035》was issued. It proposed an educational concept of strengthening comprehensive quality of students and prioritized the importance of health education, which raised the importance of safety education in front of all the educators once again. This study builds an indicators structure of public safety education for junior high school students through the study of literatures. The author believes that junior high school students’ public safety literacy should be divided into three dimensions: awareness, knowledge and ability. Each dimension includes five secondary indicators: social security, public health security, accidental injury security, network and information security and natural disaster security.A questionnaire was developed based on those indicators and was sent.Using SPSS 18.0 to enter the data and analyze the result of the questionnaires, this study makes the investigation of the public safety literacy of students in Shanghai M Middle School. The primary conclusions of the study are as follow:Generally speaking, the result indicates a positive level of literacy on public safety among junior school students in Shanghai. However, there are great differences if we look into secondary indicators, especially in social security, natural disaster and public health security issues. The major differences lie in following aspects:· In terms of gender, there are significant differences in safety awareness, safety knowledge and safety abilityamong male and female students. The safety awareness and knowledge of girls are better than that of boys, while the safety ability of boys is better than that of girls.· At the level of age,the safety literacy of the 6th grade and other grades are significantly different, and to some extent, the level of safety literacy is negatively correlated with the grade.· In terms of parents’ education background, there is no significant difference in public safety literacy among students from various educationalenvironment.· In terms of the way of commute, there is no significant difference in public safety literacy among.the respondents. On the basis of the above investigation and analysis, and in order to improve the public safety literacy of junior school students, this study proposes some countermeasures and suggestions on the development of public safety education in junior high schools from the perspectives of curriculum content, educational form, time utilization, and school management. It is hoped that a unified national curriculum will be set up to guarantee the teaching objectives, contents and durations.Schools could develop school-based courses based on different security needs brought about by geographical characteristics and the actual situation of students’ public security literacy. An abundant form of education, plus the combination of knowledge with practical experience can facilitate a mutual transformation among security awareness, knowledge and ability. To improve the time utilization of safety education,we should make a full use of fragmentary time to improve the efficiency of safety education on the premise of guaranteeing the duration of safety education. It’s also a good way to build a learning platform for teachers and parentsto serve as influential models for students so as to improve the public safety literacy.Enhancing safety management, optimazing school security system and refining general management are not only a guarantee for the safety of students, but also an effective approach to educating junior school students on public safety awareness, knowledge and enhance their capabilities to dispose contingencies.
