Under the circumstances of the sharp decrease of cultivated land area and the shortage of urban construction land in China,the phenomenon of the uncontrolled use of land for higher education attracts more attention.The intensive use of land for higher education can bring more effect to the limited land.Therefore,the problem of land use for higher education needs to be solved urgently.Due to the disconnection between the regulations for urban land valuation(GB/T 18508-2014)and the Provisions on Saving and Intensive Use of Land(Decree 61),there are still some inadequate rigorous points in the existing technical link of land use right assessment for higher education.However,there is a close correlation between the evaluation of the value of paid allocation of land for higher education and land saving,and the paid allocation of land for higher education.Appraisal of allocation value can improve the intensive use of land,but also reduce the price of land paid per unit area.At present,when evaluating land price,we can only control the rationality of land use from the perspective of price,but we should improve the rationality of land use from the perspective of land use efficiency and intensiveness.Land-saving evaluation runs through the whole process of land use.Whether it is land pre-trial,land supply or post-supply supervision,some conclusions of land-saving evaluation of construction land need to be well utilized.It is necessary not only to consider the price comparison of paid allocation of land for higher education in land pre-trial,but also to consider the comparative study of the transfer price in the disposal link.At the later stage,we can judge whether the loss of state-owned land assets is caused by differentland use planning conditions.Through consulting a large number of research results and related literature in the past years,it is found that most of the previous studies on the relationship between the evaluation of the value of paid allocation of land for higher education and the intensive use of land are based on the law of land price to optimize the degree of intensive use of land,and even limited to two separate studies on the evaluation of the value of paid allocation of land for higher education or the intensive use of land.On the other hand,it is almost blank to optimize the technical route of land use value evaluation for higher education according to the conclusion of land saving evaluation for higher education land use projects.On the basis of comprehensively explaining the relevant theories and defining the concepts of the evaluation of the value of paid allocation of land for higher education and the intensive use of land,this paper combines the concept of land saving with the evaluation of the value of paid allocation of land for higher education,and puts forward a new understanding of the evaluation technology of the value of paid allocation of land for higher education,so as to evaluate the value of land for higher education.It provides a better angle and method.Through the case study,this paper tries to combine the evaluation of land use value of higher education with land saving,and incorporate the idea of land saving into the evaluation technology,so as to better preserve and increase the value of the evaluation of land use right of higher education and better protect the value of state-owned assets.Following the above ideas,based on the theory of land rent and land price,distribution of production factors and location theory,this paper uses the revised method of base land price coefficient and residual method,and combines the multi-factor comprehensive evaluation method and Delphi method to evaluate and calculate the pre-evaluation link of Qujing A School before and after land saving.In the process of land use structure,land use intensity and soil are used.Starting from the angle of land use degree,the comprehensive evaluation index of land saving affecting the intensive use of land for higher education is optimized and adjusted according to the requirements of land saving evaluation for project construction.Thespecific indexes include volume ratio,building density,etc.By optimizing the technical route of land use right evaluation for higher education,the rationality of the calculated results is further verified.From the point of view of evaluation index of intensive use of land for higher education,there are some differences between the evaluation results obtained by considering land saving factors in the evaluation process and those obtained under normal circumstances.Land saving and intensive use means that under the same conditions,reasonable increase of land volume rate and building density,appropriate increase of volume rate and building density,can increase the evaluation price of paid allocation of land for higher education.By increasing the volume ratio and building density,excavating the land use efficiency,the benefits will be extended to the spatial direction,so as to achieve the purpose of land saving.In the contemporary era when the contradiction between human and land is prominent and the state vigorously develops education,it is necessary to incorporate the idea of land saving into the evaluation technology of the value of paid allocation of land for higher education.The results obtained by considering land saving factors make the whole evaluation process more scientific,more accurate and more timely,and more close to the current land use policy of our country,from the perspective of land saving factors.Considering and enriching the evaluation method is the inevitable choice in the future of our country.Moreover,the intensive use of a higher education land,no matter what method is used to calculate its evaluation value,is conducive to improving the value of state-owned assets.
