With the gradual diversification of the economic development industry,land for public service projects such as water supply,energy,gas supply,heating facilities,environmental protection,pension,education,culture,sports and affordable housing projects,the land was initially acquired through allocation.The transformation needs to reflect the price of land when expanding the scope of land transfer.Based on this,this paper determines that the research area is the central town of Horinger County(including Chengguan Town and Shengleyuanqu District).The total area of public service project land is 564.89 hectares,mainly concentrated in the more prosperous areas of central towns.Using the idea of comprehensive grading method,market comparison method and benchmark land price correction method to evaluate its benchmark land price and construct a correction system.The specific research results are as follows:(1)According to the current research situation of land use for public service projects in China,introduces the concept,characteristics and research significance of land use for urban public service projects and benchmark land price for public service projects.The land for public service projects is divided into two categories,one is land for energy,water supply facilities,gas supply,heating facilities,environmental protection and the other is land for pension,education,culture,sports and security housing projects.(2)After using the ArcGis software to visually interpret the remote sensing image of Horinger County,the total area of the statistical public service project is 564.89 ha,of which the highest proportion is for affordable housing projects.The lower proportion is sports land.Most public service projects are mainly concentrated in the more prosperous areas of central towns,and some of the Class I public service projects are located in the edge of central towns.(3)With reference to the idea of comprehensive land grading,the multifactorial comprehensive assessment method is used to comprehensively grade the land for public service projects,and the level maps of residential land and industrial land are used to correct and classify the land for public service projects.After the integration,the central urban land level has four levels,and there are two first-level centers.The land level transitions from high to low.The closer to the town center,the higher the land level and the farther away from the central area.And the level and area are inversely proportional.(4)Based on the land level,three valuation methods(cost approximation method,market comparison method and benchmark land price correction method)are used to determine the benchmark land price of public service projects,and the relevant mathematical models are combined to ensure that the valuation results are objective and reasonable.The weighted average of the three methods is used as the calculation result.Finally,the price of the affordable housing project is the highest.The price of the first-grade land is364 yuan/m~2,and the price of the supply facility is the lowest.The lowest-level benchmark land price is 82 yuan/m~2.(5)Determine the final benchmark land price and the benchmark land price correction system,including date correction,year revision,plot ratio correction,regional factor correction,and other individual factor corrections.In the preliminary preparation work,the cases of land sales for public service projects were collected and compared with the final research results,and the evaluation results were close to the actual requirements.
