The Study On The Policy Of "Human-land Linking" In Suzhou

In the process of industrialization and urbanization,the expansion of construction land is an inevitable process,and the population is an inevitable trend.The policy of"human-land linking" is a major change of land system under the law of population and urbanization.Firstly,the coordination path of human-land relationship--human-land linking is obtained,which mainly reviews the development process of "human-land linking".The development of "human-land linking" is mainly about historical tracing,proposing,trying and policy promotion,"human-land linking " historical traces the draw for the resources and social security of agricultural collectivization,expropriation of land finance and public service,total amount control and the contribution of increase or decrease hook three stages;The driving force of "human-land linking" is mainly the deficiency of China's current land system,the low intensive use of rural construction land and the big difference in the treatment of agricultural transfer population.In the implementation of the "human-land linking" pilot project,there are three main problems:too narrow financing channels,too much emphasis on indicators and lack of a sound income distribution mechanism.Secondly,this paper analyzes the problems of population and land of Suzhou,found it is difficult for floating population to settle down and integrated into the city.The urban construction land structure is unreasonable,and the rural construction land is extensive.The relationship between people and land is not harmonious.Then,using the gray system method,growth prediction method and bivariate regression model to predict in Suzhou in the future to absorb the transfer of agricultural population and floating population settled size,and measure the Suzhou city in 2020,"human-land linking" demand for urban construction land scale.The per capita index method and analytic hierarchy process were used to calculate the scale of rural residential area improvement in Suzhou.Finally,from the land and household registration system reform aspect carries on the system exploration.In exploring the land system is put forward for expanding the scope of the people to link index circulation,establish positive incentive mechanism construction land index,improve the "three replacement",promote the land treatment and reclamation measures.Mainly in terms of household registration system is put forward to cancel household register,perfect the public service,explore the hook into the integral indicators system,establishing mechanisms for multiple people and city cultural fusion system to explore.
