This paper takes the graduate student exemption test admission system as the research object,following the macro and micro analysis,theoretical analysis and practical examples,and the combination of historical investigation with the actual situation.That is,macroscopically and theoretically analyzed the selection objectives,development context,and operating mechanism of the postgraduate recommendation and exemption from enrollment system of27 universities titled with "985".A more in-depth text analysis of the exclamatory system was conducted in 26 colleges of a 985 university,and a questionnaire survey was conducted on the current 575 graduate students' academic input and output,and their innovative quality and ability.An interview was conducted to know more about the process of exemption,selection criteria,motivation for study,future plans and other information of 16 recommended postgraduates,which analyzed the characteristics of China's postgraduate recommendation and exemption from enrollment system at micro and practical level.From the perspective of the cultivation of innovative talents,this paper analyzes the problems existing in the current system of refusal,and puts forward suggestions for improving our country's postgraduate recommendation and exemption from enrollment system,and promotes the reform and development of it.Firstly,through the analysis of the quality of innovative talents,a theoretical model for the quality of innovative talents is established.Secondly,through the historical investigation and international comparison,the author analyzes the formation background,implementation purpose,and development course of our country's promotion system.Thirdly,through practical exploration and empirical analysis,the selection criteria,process approach,implementation effectiveness,and existing problems of the graduate recruitment exemption system in China are discussed.Finally,the research conclusions and reform proposals of this paper are put forward.The main conclusions of this paper are as follows: 1.The recommendation of graduate students for exemption from enrollment is an important way for China's postgraduates to enroll in schools;2.The establishment of scientific and reasonable selection criteria is the key to the reform of postgraduate recommendation and exemption from enrollment system;3.Students with excellent professional results and better comprehensive abilities are easier to stand out in the selection of recommended postgraduates;4.Compared with ordinary candidates,recommended postgraduates have no obvious advantages in their ability to innovate.For example,in terms of learning initiative,recommended postgraduates perform worse than ordinary candidates.Ordinary candidates are more interested in scientific research than recommended postgraduates.However,in the other aspects of innovation ability and quality,there are no significant differences between the two types of students.In addition,this paper believes that the promotion system should adhere to the goal of selecting top-notch innovative talents,and establish a more scientific and effective selection criteria for them.The specific recommendations are: not only to pay attention to students' academic scores and academic achievements,but also to focus on students' research interests,knowledge structure and methods,cognitive ability,research ability,professional expression ability,scientific research management and cooperation ability,and other innovative qualities and ability assessment.The shortcoming of this study is that it has not proposed a more scientific and effective selection criteria system.
