Study On The Changes Of Admission Exam Exemption System For Recommended Postgraduate Candidates In China Since The Founding Of P. R. China

Since the admission exam exemption system for recommended postgraduate candidates is created around the founding of P.R.China, there have been some problems during 60 years' continuous development and improvement. To better understand the exemption system (hereafter the exemption system is equivalent with the admission exam exemption system for recommended postgraduate candidates) ,this essay divides the changes into three periods and adopt a panoramic view in three different periods in order to show the factual evolution of the exemption system.On this basis, the thesis will conduct an in-depth analysis on the subjects, motivation and modes, with the use of the theory of institutional change in neo-institutional economics, and to analyze underlying causes of problems.The thesis includes historical presentation, theoretical analysis and it can be divided into six chapters.The first chapter, "Introduction," will introduce the reasons for choosing the topic, research value, core concept and definition, research status, research ideas, and research methods.The second chapter, "Historical Path of the Changes of Admission Exam Exemption System for Recommended Postgraduate Candidates in China," will divide the changes of the exemption system into exploration period, adjustment period and development period, and provide the factual basis of analyzing the exemption system with presentation of historical facts.The third chapter, "The Subject of the Changes of Admission Exam Exemption System for Recommended Postgraduate Candidates in China," will analyze the subject promoting the changes of the exemption system in each period to explore their profit motive.The fourth chapter, "The motivation of the Changes of Admission Exam Exemption System for Recommended Postgraduate Candidates in China," will analyze motivation in every period which leads to the exemption system change to indicate that the system change is the result of many factors.The fifth chapter, "The Modes of the Changes of Admission Exam Exemption System for Recommended Postgraduate Candidates in China," will comprehensive- ly discuss the change modes of the exemption system over the past 60 years since the foundation of the system, with a view to grasping the path of the changes of the exemption system from the macroscopic view.The sixth chapter, "The Reality and Prospect of Admission Exam Exemption System for Recommended Postgraduate Candidates," will analyze the reality of the exemption system from the aspects of subjects, motivation and modes, and have a reasonable foresight of the reform of the exemption system from the institutional level.This paper considers that the exemption system changes are reflected in the process of pursuing self-interest by the subject, which is dominated by the government and include universities, tutors and candidates.It is subject to political, economic, cultural,educational and other factors. So far, the changing way of exemption system has shifted from supply-led to intermediate diffusion. In this case, in order to make sure that the change is effective and controllable, government use pilot to gradually promote the changes.Though the powerful government can make institutional arrangements in one step, it is not conducive to playing the initiative of other subjects. As a result, the design of the exemption system can not fully meet the actual demands. Though the intermediate diffusion type provides some room for the institutional adjustment, but it might have the space for the phenomenon of "rent-seeking"and various "free rider" and even lead to deformation of the reform mechanism.Accordingly, the paper puts forward several ideas about the reform of the exemption system reform. First, to put the tutor's interest in a prominent position on the basis of weakening government's interest.Secondly, to strengthen monitoring mechanisms to make sure the scientific and systematic design of the exemption system .Finally,government withdraws from innovation field to make the changes from intermediate diffusion type to need-led type.
