Study On Fairness Problem Of Admission Exam Exemption System For Recommended Postgraduate Candidates In China

The policy that some top students can exempt from admission exam to get a master's degree is an important part of the postgraduate recruit system. The policy has been developing for more than 30 years. In different historical stages, the government continuously adjusted and innovated the policy according to the requirement of the social needs and talents, and it's becoming regular step by step. Whether unified national examination or admission exam exemption system, its nature is as a means of personnel screening, test students filtering and shunting, and higher education resources allocation. As a means of higher education resources allocation, the policy implies different meanings to the people who obtain higher education resources and the people who don't. As a result, different interest groups will appear the debate of justice and injustice.Based on the perspective of fairness and the theoretical foundation of fairness and efficiency in higher education and their relations, the elite higher education and mass higher education and their relations, for writing context of historical vicissitudes, current reality and development tendency, this paper discusses fairness problem of admission exam exemption system in the running process. In the process of historical development,the policy acted as a means of attracting students, adjusting the unbalanced development in various areas and promoting the distribution of education resource. To a certain extent, it improved the efficiency of higher education. At the same time, the policy was gradually improved in the aspect of information management approach, reflecting the procedural justice principle of the enrollment system. At present, the domestic key universities are expanding enrollment scale of recommended exemption graduates in order to attract quality students. As a result, fairness problem is highlighted, leading to a unfair distribution of education resources. Specific performance is as follows. "Canceling the restrictions of staying in their own colleges" leads to unfair competitionbetween colleges and universities. Some elite schools refuse to receive the recommended exemption graduates who don't graduate from " 211 colleges and universities ".Some majors in key universities receive few candidates in the national graduate examination. The first-class academic scholarship for postgraduate freshmen is generally awarded to the push avoid unripe.Based on the analysis of the cause of unfairness problem of admission exam exemption system, combined with the experience of postgraduate enrollment system in the United States and Germany, this paper puts forward ought value pursuit of admission exam exemption system in China, which is the balance of fairness and efficiency. Besides, this paper puts forward the countermeasures to improve the fairness of the policy: to eliminate the administrative differences between colleges and universities, promoting healthy competition among colleges and universities; to set up new intercollegiate ethics, promoting fair college entrance opportunity among students;to further expand the number of colleges and universities which are qualified to make recommendations.
