Since the establishment of the Professional Title System of primary and secondary school teachers in China in 1986,it has been implemented for nearly thirty years.In a certain period,it played a positive role in promoting the growth of primary and secondary school teachers and raising the level of education and teaching.But with the development of social economy,the Professional Title System is not suited to the development of education,and the problems arising from the implementation of title policy are becoming more and more prominent.In the society,more and more voices are calling for reform or even abolition of the Professional Title System.The national level carried out the reform in 2009,expanded the pilot range in 2012,and implemented it all over the country in 2015.With the reform and promotion,many teachers,personnel engaged in education management and experts and scholars have carried out a lot of research on the reform of the Professional Title System of primary and secondary school teachers.However,considering that the reform is confronted with many problems such as wide coverage and complicated contents,it is worthwhile to further analyze the background of reform,and further explore policies and measures and direction of reform.As the underdeveloped province of the west,Yunnan province is weak in education,and the development of education is faced with many difficulties.Facing the reform of the Professional Title System,Yunnan province actively launched a pilot project,and made efforts to explore and innovate in the process of policy making,and achieved some results.However,there are still many shortcomings and need further policy optimization.This paper mainly applies the theory of public policy,taking "problem,reason and countermeasure" as the research train of thought,using the methods of literature review,questionnaire survey and comparative analysis to study the Professional Title System reform of primary and secondary school teachers in Yunnan province.Through the investigation and research,I find that the problems of the Professional Title System of primary and secondary school teachers in Yunnan's are unfairness between urban and rural areas,and unsmooth policy connection.In view of the existing problems,Yunnan has adopted some measures,such as improving the system,making new assessment conditions and strengthening policy linkage.Through the analysis of the reform process and related data,puts forward some countermeasures and suggestions to further deepen the reform.The author is mainly to improve the evaluation index system,improve the scientific evaluation;strengthen supervision,enhance the credibility of evaluation;optimization of evaluation methods,improve the quality of review.
