Teachers are the key to developing rural education.Therefore,it is necessary to put the rural teachers' construction in the strategic position of priority development.In June 2015,the State Council issued the "Village Teacher Support Program(2015-2020)",directed at the rural teachers of the shortest board of teachers.It effort to create a team of teachers of good quality,willing to contribute and rooted in the countryside.To improve the quality of teachers,the professional development of teachers is the core element.Therefore,it is necessary to study the system construction of teachers' professional development.According to the general idea of "resource sharing,joint interaction,centralized lodging and itinerant teaching",the Long Cheng Education Park has opened a new situation for stabilizing the teaching staff and improving the teachers' professional quality in Qin'an County.Based on this,this research take the Long Cheng Education Park as example,deeply analyzes the problems in the mechanism reform of the park,and makes further improvement to the management mechanism of rural teachers.First of all,through the teachers' work,teachers' life,teacher training and so on,this research gives a basic overview of the teachers' management,to understand the necessity of the emergence and transformation of the Long Cheng Education Park.Second,based on the three aspects of the construction of the park,the teacher management system and the transformation of the education model,this research make a detailed analysis of the mechanism change of the Long Cheng Education Park,and we find out that teachers' mobility is weakening in the course of go-teaching,the distribution is unbalanced of outstanding teachers among the schools,the salary of go-teaching and resident teachers is unreasonable,the teaching and research system of teachers has failed to function,the incentive effect of teacher evaluation system is not obvious,go-teaching school can not meet the development demand of go-teaching teachers and go-teaching teachers are satisfied with the status quo of teaching.The problems in the mechanism reform of the Long Cheng Education Park are influenced by many factors,such as unbalanced teachers' resources,imperfect teachers' management system the go-teaching mode is insufficient for teacher development function and weak consciousness of teachers' self-development.Therefore,we believe that combining the characteristics of the rural teachers,the particularity of the education park,to establish teacher flow mechanism within the park,to plan scientifically excellent teacher resources,build distinctive salary system for teachers,improve the teaching and research system for good results,build a development of teacher evaluation mechanism and to meet the mutual match between go-teaching teachers and go-teaching school,to realize the survival of the fittest for go-teaching teachers,to strengthen self-learning of go-teaching teachers is an effective strategy to improve the management mechanism of rural teachers.
