College teachers are the most critical factor affecting the quality of higher education,and the decisive factor in improving the quality of scientific research and social service in colleges and universities.The establishment of first-class higher education,first-class universities,disciplines and specialties is inseparable from a well-structured,large and high-quality faculty.The construction of such a contingent of teachers needs scientific and effective management and relies on scientific and reasonable management mechanism.In recent years,with the gradual improvement of China's market economy system and the constant adjustment of the relationship between universities and the government,the management mechanism of universities for teachers has gradually changed from the previous administrative management mode dominated by administrative orders to the market mode dominated by competition mechanism.This new management mechanism model not only stimulates teachers' work enthusiasm,but also causes many new problems,so it needs a comprehensive and in-depth study.In this study,a university was selected as a case to study its teacher management mechanism.Questionnaire survey and interview were mainly adopted to investigate the three dimensions of teacher guarantee mechanism,teacher incentive mechanism and teacher constraint mechanism.The results show that the school is reasonable in the guarantee mechanism of teacher management,but more than half of the teachers are dissatisfied with the standard of class time fee as a guarantee factor.Incentive is the main mechanism of teacher management in the school,and various incentive policies and measures cover all aspects of teaching,scientific research and social service.But 30 percent of teachers were dissatisfied with the school's incentives.In terms of restraint mechanism,the school's various management systems and evaluation policies are relatively sound,but the teachers' satisfaction with teaching quality evaluation is less than 70%.The problems and shortcomings of the university's teacher management mechanism mainly include the imbalance of teaching and research rewards,the overall low salary of teachers,the unsound evaluation and restraint mechanism,the unreasonable incentive method and the lack of fairness.These problems are mainly caused by the influence of national policies,the pressure of competition among universities,the emphasis on scientific research in school policies,the marginalization of teachers' teaching and other reasons.Based on the above management status,problems and reasons,it is suggested that the university should improve the guarantee mechanism of teacher management,improve the salary and treatment,improve the basic living standard of teachers,and improve the academic leave system.In terms of incentive mechanism,we should improve the incentive mechanism,make full use of internal incentive factors,design different incentive projects and implement flexible incentive methods.In terms of the restraintmechanism,we should exert the function of the restraint mechanism,deepen the restraint mechanism of teachers and improve the evaluation mechanism of teachers.Improve the working environment of university teachers,build a good material environment,create a harmonious university cultural environment,and create a free spiritual environment.
