| Rural teachers are an important support to promote the modernization of rural education and are related to the overall development of national education.Due to the dual structure of urban and rural areas,the current urban and rural teachers are relatively different.How to strengthen the policy guarantee for rural teachers is still the key.Since the founding of New China,especially since the reform and opening up,the Party and the government have issued various policies to improve the status and treatment of rural teachers,etc.,and the incentive regulations related to rural teachers have also been emerging in these policy documents.In June 2015,the "Rural Teacher Support Plan(2015-2020)"(hereinafter referred to as the "Support Plan")was issued,which laid a solid foundation for the construction of the incentive mechanism for rural teachers,at the same time,let more rural teachers deeply feel the care of the Party and the government,and effectively encourage rural teachers to focus on teaching.Therefore,it is of great practical significance to study the incentive mechanism of the support plan.Based on the two-factor theory and educational equity theory,this study selects A County in Guangxi as A case and comprehensively uses literature research method,investigation research method and other research methods to conduct an in-depth analysis of the incentive mechanism of the Support Plan.To be specific,firstly,this study explains the two-factor theory and the educational equity theory,and analyzes the appropriateness of the incentive mechanism of the support Plan based on the two theories.On this basis,three components of the attraction mechanism,the growth mechanism and the honor mechanism are introduced.Secondly,based on the "support Plan" at the national level,this study compares and analyzes the incentive mechanism of implementation measures of 31 provinces(municipalities and regions),and finds that there is a lot of consistency in different provinces,while there are also many places based on the local reality put forward more innovative measures.Thirdly,this study examines the effect and deficiency of the incentive mechanism of the implementation scheme of the Support Plan in county A in practice,and analyzes the reasons for the deficiency from four aspects: incentive content,incentive environment,incentive force and incentive object.Finally,this study aimed at A county teacher incentive mechanism in the problems existing in the process of policy,practice,and based on the theoretical guidance to meet the basic needs for basis points,to unite different motivation as the key point,stimulate the intrinsic motivation as the breakthrough point from three aspects of optimization idea,to put forward the perfect material security,aiming at actual demand;Enrich professional channels to achieve career expectations;Innovating organizational support,focusing on school management;Pay attention to spiritual motivation,stimulate internal motivation;Strengthen emotional care,strengthen local identity and so on five optimization suggestions.Admittedly,the effect of any policy incentive mechanism cannot be achieved overnight,but only through long-term interaction with practice.The incentive mechanism of the "Support Plan" is gradually evolved into a more complete system after the practice of various policies.In order to better achieve the policy objectives,improve the professional sense of belonging and identity of rural teachers,and create a team of high-quality,high-level teachers with local feelings for the modernization of China’s education,it is necessary to conduct a more in-depth scientific analysis of the incentive mechanism of the policy.Meanwhile,there are still many related issues to be further explored... |
