Improving the education,teaching ability and business level of the teacher in rural areas is the great of significance for improving the quality of education in rural areas and promoting the balanced development of compulsory education.If we want to achieve educational equity,it is the key that promote the balanced development of compulsory education,and balance the distribution of teachers between urban and rural areas.Ministry of Education based on the importance of a balanced allocation of teachers to achieve a balanced education development and compulsory education,and has promulgated a series of policies related to it,especially the“Poverty-stricken Border Areas,Border Ethnic Areas and Revolutionary Areas Talent Support Program Teacher Special Plan Implementation Plan”promulgated in 2012.Gansu Province according to the spirit of the document,and in accordance with the actual situation of the province in the next year issued the“three areas support education.”To a certain extent,the implementation of this policy has eased the problem of the shortage of teachers in the “three-region” schools and improved the quality of education in the“three regions”.However,its implementation has also produced a series of problems.Based on this,first of all,by sorting out the number of teaching teachers dispatched and the number of teachers in short-term subjects by Gansu Province from2014 to 2017,we can understand the total number of teachers sent by Gansu Province since the implementation of the policy.By collating and analyzing the collected data,we started from the two groups of teachers about teachers in aided schools and mainly from the basics of teachers.The current status of implementation of the“Three-regions Education Support Measures”was discussed in seven areas:the basic situation of the teachers,the selection method,the time of support,the understanding of the supportive education policy,and the attitude and implementation of the supportive education.After analysis,it can be seen that there are some problems in the implementation of the supportive education policy.For example,the organizational propaganda of the supportive education policy is not in place,and the branch teachers only understand some of the content related to their immediate interests;Teachingteachers are not effectively supervised,resulting in support teachers can not find a sense of belonging during the teaching period,and even become“three no matter”personnel;teachers in support of teaching is mostly prepared for the title evaluation,which makes the teaching policy gradually become teachers gaining benefits Tools;due to limited teaching time,students have just adapted to the teaching style of teaching teachers,they will face the problem of changing teachers,which makes the development of students challenged.The supportive education policy stipulates that the support teachers give a certain degree of policy inclination in terms of the evaluation of the first priority,and they can obtain certain economic subsidies.This reduces the work enthusiasm of teachers in aided schools to some extent.At the same time,the teachers' work enthusiasm is reduced by the lack of support for teachers' teaching and education,their living environment,work environment,and the lack of protection of their professional counterparts;the use of support as a means of gaining or punishing teachers disrupts the school's teaching atmosphere.The implementation of the "Three-region Supporting Education Measures" is constrained by various factors,among which the organization and propaganda mechanisms are not perfect lead to less understanding of supportive education policies by the support teachers;the inadequate selection mechanism of the support teachers has led to inappropriate teaching of professional teaching teachers and destroys the school's teaching atmosphere and reduces the enthusiasm of teachers;the limited time for teaching,teachers have not enough time to adapt to new life,work environment,understand students' living conditions and learning characteristics;the mechanism of safeguard and the system of evaluation and management are not perfect,which leads to less understanding of the supportive teaching policies of the support teachers.Therefore,strengthening the propaganda of policies,perfecting the selection mechanism for teachers,establishing a flexible support mechanism,further improving the security mechanism,improving the evaluation of the supervision and management mechanisms are the solutions to the problems that have arisen in the implementation of the "Three-region Supporting Education Measures."...
