Research On The Optimization Of College-student Entrepreneurship Policy

With the expansion of the enrollment scale of major colleges and universities in China,the number of graduates each year has also increased.The labor supply and demand imbalance appears,and more and more students are facing the situation of “graduation and unemployment”.In order to ease the employment pressure,the Chinese government has promulgated many policies to support college graduates to start their own businesses.In order to respond to the advocacy of the central government,and to ease the employment pressure in Henan Province,our province has successively promulgated many policies to support college students' entrepreneurship.The interpretation and improvement of Henan's entrepreneurship policy for college students is an important step to improve our entrepreneurial policy and increase employment.First,this paper presents the current domestic employment situation,expounds the background of the introduction of the policy,and then based on the definition of the relevant concepts,combing the development of the current policy,summed up both the national level and Henan Province level of the policy content.Statistics of questionnaire surveys were used to understand the current situation and experience of college graduate entrepreneurs in Henan Province,including: entrepreneurship time,entrepreneurial background,start-up capital,situation of entrepreneurship education in colleges and universities,the biggest obstacle in entrepreneurship,and the most influential in entrepreneurship,the problems of the policy and so on.Then determine the problem of the current policy based on the results of the questionnaire.This article uses Dunn's policy analysis model as a theoretical tool.Based on the survey,this paper selects four policies to conduct in-depth research,venture capital support policies,entrepreneurship education policies,entrepreneurship incubation policies,and entrepreneurial service policies to identify entrepreneurship.Problems in the policy:Insufficient matching between subsidies and real entrepreneurs,policy operations and system issues,and inadequate total funding support;lack of entrepreneurship education concepts,lack of rational curriculum,and excessive emphasis on theoretical education;governments and schools at all levels have not paid enough attention to the establishment of entrepreneurship incubation for college students,incubators have not provided a complete service chain for college students,and various management systems have not yet been perfected;institutions are not perfect,all kinds of information exchanges are poor,and there is no interactive mechanism.Finally,based on the results of the analysis,some suggestions were made for the current policy in Henan Province,including targeted support,reduction of application restrictions,widening of funding channels,and improvement of the business loan mechanism;and strengthening policy guidance for all employees to establish entrepreneurship education concepts.Improve the establishment of entrepreneurship education and teaching systems in universities,and use the government as the main body to guide entrepreneurial education-related practical activities.Build a new hatching model suitable for modern society,promote the deepening of the incubator service chain for college students,and explore the efficient and sustainable operation mode of business incubators in the current environment.Accelerate the establishment of relevant service organizations,and enhance the operability of service policies,strengthen and expand the publicity of policies and the establishment of collaborative mechanisms for entrepreneurial services.
