With the continuous development of China's economy and society,the number of college students in leaps and bounds.In 2014 6 million 110 thousand the national university graduates,the employment rate of college students is about 87%;while the 2015 year university graduates reached 6 million 300 thousand.last year,the employment of college students reached 800 thousand people,the employment of college students is serious.Because college students also face many other employment competitors,such as the transfer of rural force,millions of college graduates and so on,so that the problem of employment of college students is becoming increasingly grim.In this situation,the university students entrepreneurship policy is necessary to encourage students to start their own businesses,entrepreneurship to create jobs,is an effective way to solve the employment problem of college student.The entrepreneurship of college students is a complex project,which involves the mutual cooperation between government departments and the society..Xiangtan City as the central parts of changzhutan urban agglomeration "two type society" construction of the comprehensive reform pilot area,changzhutan core members of the national independent innovation demonstration zone,have a larger number of students,encourage students to entrepreneurship,and actively create entrepreneurial city,for Xiangtan City own development also has great practical significance.But because our support policy and law students start imperfect,many college students have entrepreneurial ideas,but the lack of legal and policy support,so that they encounter many obstacles,so the success rate of entrepreneurship is difficult to guarantee,thereby reducing the number of active entrepreneurship graduates.From this level,our country must increase the support for college students' entrepreneurship policy,formulate reasonable regulations and policies.The main content of this paper is the research of Xiangtan City college students' entrepreneurship policy,as the main content of the policy,aims to analyze the context of the new normal economy,Xiangtan City college students' entrepreneurship policy,the impact on college students entrepreneurs,economic development;policy analysis needs of business students,compared to now what are the policy problems and deficiencies;and propose appropriate countermeasures and suggestions for the supply of these problems,hoping to promote the emergence of more innovative enterprises in Xiangtan City,improve the system of regional innovation and entrepreneurship policies.This study mainly launches the research from the perspective of policy analysis,in depth analysis of the present situation,problems of the current entrepreneurship policy,and focuses on the analysis of policy problems of college students in Xiangtan City business,and put forward some corresponding suggestions accordingly,hope to help more students succeed.On the basis of drawing lessons from the domestic and foreign advanced cities,the paper hopes to provide the full suggestion for the construction of the Xiangtan City municipal government.
