Over the years,the reform of the pension system of government agencies and institutions has been relatively slow,and has not kept pace with the reform of the basic social pension insurance system.In order to comprehensively promote the integration of urban and rural social security systems,the reform must not be delayed.The report of the Eighteenth National Congress of the Communist Party of China clearly stated that government agencies and institutions should be reformed and improved in the same way as the enterprise social insurance system.This undoubtedly pointed out the direction for the subsequent pension insurance reform of government agencies and institutions.On January 4,2015,the "Decision of the State Council on the Reform of the Endowment Insurance System for Staff of Government Agencies and Institutions"(Guo Fa [2015]No.2)was promulgated.Since October 1,2014,the endowment insurance of government agencies and institutions has been officially opened The prelude to system reform.This marks the end of the long-term "dual-track system" and is a milestone for accelerating the construction of a multi-level and comprehensive social security system.This article selects the reform of the endowment insurance system of government agencies and institutions in Changxing County as the research object,taking the core concepts of the institution,the basic endowment insurance system,occupational annuity and the theories of fairness,demand level,new public service as the cornerstone,closely following the spirit of the relevant documents of the central government and Zhejiang Province,and using the research methods of historical analysis and case analysis(taking unit A as an example),from The development process,implementation and other aspects of the reform and development status and effectiveness are described in detail.It is found that there are outstanding problems such as lack of relevant laws and regulations support,financial expenditure pressure,disunity of payment base calculation,lagging of supporting system and high risk of occupational annuity operation and management,and the reasons are analyzed.The establishment and improvement of relevant laws and regulations and multi-channel mitigation of financial are put forward The countermeasures and suggestions are as follows: political pressure,standardized calculation of payment base,acceleration of reform process of supporting system and improvement of occupational pension system.
