| In January 2015,the State Council issued a decision on the reform of the retirement and insurance system for employees in government institutions,which will be implemented from October 1,2014.This reform affects the vital interests of over 53 million employees in government institutions nationwide.According to unified deployment,the reform of the retirement and insurance system for employees in government institutions in Chongqing was officially launchedat the end of October 2015.This article studies the current status of the reform of the retirement and insurance system for employees in government institutions in Jiangjin District of Chongqing.Based on the actual situation of Jiangjin,we sort out the current domestic and foreign research results.We found the following problems in the reform process: unable to solve the problems left over by history temporarily,have various difficulties in the transfer of the revolution,the related system for the revolution is imperfect,a lot of weakness in social security agency,etc.We carried out a detailed analysis of the reasons for the above problems and learn from the advanced experience of relevant foreign system reforms and good practices in the reform process of some domestic regions.Based on the actual reform of the mechanical insurance system in Jiangjin District,we have summarized the countermeasures for improving the reform of the endowment insurance system at the grassroots level: for example,improve the top design and the supporting policies of the reform,improve the implementation of grassroots system,etc.We hope it could play a certain role in promoting this reform. |
